Percy Amendment Certification Form Notice of Solicitation of Submissions for Contractor Pre-Qualification Regional Procurement Support Office (RPSO) 2009 Construction Services for U.S. Embassy Podgorica, Montenegro Notice of Solicitation of Submissions for Contractor Pre-Qualification On behalf of the Bureau of Overseas Buildings Operations (OBO), Regional Procurement Support Office (RPSO) Frankfurt is requesting submissions to pre-qualify firms for construction services for the U. S. Embassy in Podgorica, Montenegro. The project is for the construction of a new Consular Affairs Annex (CAX) to house consular and other offices adjacent to the existing Embassy Chancery and a Perimeter Security Upgrades (PSU) including a new main Compound Access Control (CAC). 1.Project Description: Security Clearance is NOT Required. SGE5000-09-R-0030 Podgorica, Montenegro – Construction of a new Consular Affairs Annex (CAX) to house consular and other offices adjacent to the existing Embassy Chancery and a Perimeter Security Upgrades (PSU) including a new main Compound Access Control (CAC). The work will include revising and replacing perimeter anti-ram fences, roadways and landscaping. The solicitation will result in the award of a Firm-Fixed Price Construction Type of Contract. The Award is estimated to occur in September 2009. Estimate construction cost between $5,000,000 and $10,000,000. Acquisition Phase I – Pre-Qualification of Offerors This announcement of solicitation of pre-qualification submissions is Phase I. RPSO will evaluate and rate the pre-qualification submissions based on the procedure and evaluation criteria set forth below. RPSO may refuse to pre-qualify any Offeror receiving less than a satisfactory rating on any evaluation factor or sub-factor. Acquisition Phase II – Requests for Proposals from Pre-Qualified Offerors Those Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for the project and invited to submit proposed pricing in Phase II. The RFP will include a statement of work, final design documents and outline specifications that set out the project scope, construction process, post-construction activities; unique site constraints and requirements for maintaining security and operations during construction.
