- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3Z4539076AC01; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31, effective date Mar 19, 2009; Defense DCN 20090115, effective date 15 Jan, 2009; and AFAC 2009-0318 effective date 18 Mar, 2009. This acquisition will be 100% small business set-aside and the North American Industry Classification System (NAICS) code is 334220. The business size standard is 750 employees. The Federal Supply Class (FSC) is R415. The Standard Industrial Classification (SIC) is 3663. Travis AFB intends to award a purchase order for a radio frequency survey for a wireless infrastructure for the entire building. The David Grant USAF Medical Center (DGMC), Travis AFB, California is the largest Military Treatment Facility (MTF) on the West coast and the second largest inpatient MTF in the United States Air Force. DGMC encompasses over 808,475 net square feet with 3,662 rooms, 350 inpatient beds, 41 aero medical staging beds and 52 dental treatment rooms. The building itself is an eight story building with a basement. There are four occupied floors with interstitial between each of the floors thus making the eight stories. The interstitials house all the HAVAC equipment along with all the cable trays and electrical equipment. DGMC is requesting a Radio Frequency (RF) Survey for a wireless infrastructure for the entire building. The Survey must guarantee at minimum 99.9% building wide coverage. The Survey must include paging, cellular, secure-able Wi-Fi, RDIF and VHF/UHF radio frequency bands and have the potential for future growth. Using AutoCAD drawings, develop coverage predictions for the frequency bands. Generate reports and recommendations including color-coded diagrams of coverage on AutoCAD drawings. Adjust antenna placements in the analysis to improve coverage predictions and develop and report new predictions. Sources must provide a point of contact to verify the ability to provide an adequate RF study performed in a Medical Treatment Facility. Award shall be made in the aggregate, all or none.
