Description
The Bureau of Reclamation intends to negotiate on a sole source basis with OSIsoft, Inc, 777 Davis St, San Leandro, CA 94577-6923 the software publisher of PI Software. The work to be performed under this requirement consists of upgrading the Yuma Area Office's High Availability PI System, Software Reliance Program, PI Analysis Framework, and PI Notifications. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government requests the purchase of OSIsoft's PI Notification and PI High Availability Server, which in turn requires the PI Analysis Framework and Software Reliance Program to compliment an in production PI solution utilized in the Yuma Area Office's desalinization distributed control SCADA system. The requested OSIsoft PI products add additional critical functionality to the existing PI solution and ensure full product compatibility and support. OSIsoft's PI software products are fully supported by OSIsoft in the Yuma Area Office's PI solution and are compatible with the current installation. Due to the sensitive nature of the system, full support from OSIsoft is necessary on all aspects of the solution and to the daily operations of the desalinization plant. The Government believes that only one responsible source can provide the supplies that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. The Government intends to award this requirement on or about April 7, 2009, however all dates in this announcement are subject to change. Firms that recognize and can provide the required work described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes. All responses received before the anticipated award date will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Firms should identify themselves as either small business or other than small business, in accordance with the size standard of 500 employees under the North American Industry Classification Systems (NAICS) code of 511210. Responses to this notice should be mailed to Bureau of Reclamation, Acquisitions and Assistance Group (YAO-3100 Carrera), 7301 Calle Agua Salada, Yuma, Arizona 85364; via facsimile to 928-343-8568; or by E-mail at Jcarrera@usbr.gov. Effective October 1, 2003, prospective vendors are required to register in the Central Contractor Registration (CCR) database prior to receiving a contract award. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
