Description
This is a combined synopsis/solicitation prepared in accordance with the format contained FAR Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A QUOTE IS REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes shall reference Request for Quotes (RFQ) number W911RZ-09-T-0098. This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 05-30. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. This requirement will be a 100% set aside for small business. The NAICS code for this procurement is 541420 with a small business size standard of 500 employees. Quotes shall include pricing of: CLIN ITEM DESCRIPTIONQTYU/I 0001 Photo-Realistic Training Scenario System32,906sq ft 0002 Installation 1 ea 0003 Shipping1 ea Performance Work Statement (PWS): 1.0Scope of Work. This requirement is for the design, production, shipping, installation and warranty of a highly durable application solution to be applied to the exterior of 38 existing portable urban training buildings at Fort Carson, Colorado. 2.0Objective. 2.1 Fort Carson, Colorado, has a requirement to upgrade 2 existing training sites, specifically Range 150 and Range 60a. Range 150 contains 20 individual portable urban training buildings. Range 60a contains 18 individual portable urban training buildings. 2.2 The portable urban training buildings are comprised of ISO storage containers of varying sizes and shapes that have been modified to replicate 1 and 2 story buildings. These 38 buildings have a spray on cement/stucco type exterior treatment, but require a highly durable photo-realistic application solution to enhance realism and durability. The application solution shall be applied to all 4 exterior side walls of each building. 2.3 Descriptions and quantities are attached as appendix 1. The solution will be applied to cover a total square footage of 32,906 square feet. The work shall be completed on or before 01 June 2009. It is imperative to the training calendar, cycle and scheduled military units that all work be completed before the next training cycle commences. 3.0 Product Requirement. The solution shall meet the following minimum requirements: 3.1. A singularly cohesive product with the ability to be installed and removed without damaging the concrete/stucco. 3.2 Ability to quickly reconfigure the various containers this product will be applied to without having to remove first application (layer). Example, each portable container shall have a stand alone scenario capability in an effort to easily relocate the scenario to a new location. 3.3 Ultra Violet (UV) resistant and will not fade from exposure to sunlight. 3.4 Water proof, mold and mildew resistant. 3.5 Withstand temperature range of -65 to 160 degrees Fahrenheit. 3.6 Withstand sustained winds up to 60 miles per hour. 3.7 Withstand the use of teargas, smoke and fumes. 3.8 Fuel resistant, humidity resistant, fire retardant & resistant. 3.9 Easily cleanable surface. (ie. the ability to remove mud, paintball splatter, grime, etc.) 3.10 Highly durable, resistant to bumps and scrapes by personnel. 3.11 Minimum of the industry standard of 5 year warranty on materials. 4.0 Contractor Requirements. The contractor shall provide illustrations/drawings of all design work and identification of the product capabilities (as an identified in product requirements) proposed for the requirement. 4.1 Coordination shall be made to determine the application choices (replica of adobe, brick, concrete, wood, stone, etc.) for proper planning and design. 4.2 The application choices shall be approved by the government prior to production of product. 4.3 Once the product has been approved, produced and has arrived on site, the contractor shall complete the installation of 32,906 square feet of the solution on site at the Fort Carson ranges. 4.4 Any preparations or surface work will be completed by the Contractor. 4.5 All travel, per diem, materials, labor shall be included by the Contractor. 5.0 Training. The Contractor shall provide all qualified, trained personnel to complete all phases of installation. 6.0 Range Access. The government will provide authorized employees of the Contractor safe access to/from the range area during the times specified for installation. All contractor vehicles will require a daily downrange pass. Passes are available at Range Division Headquarters, Building 9550, 2600 Wilderness Road, Fort Carson, Colorado 80913. 7.0 Insurance Requirements. Within 5 days after the award of this contract, the Contractor will furnish the Contracting Officer a CERTIFICATE OF INSURANCE as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below. 1. The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage. a.Workers Compensation: As required by Federal and State workers compensation and occupational disease statutes. b.Comprehensive General Liability: $1,000,000 per occurrence; $2,000,000 aggregate. c.Automobile Liability: $200,000 per person, $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. d.Employers Liability Coverage: $100,000 except in states where workers compensation may not be written by private carriers. e.Other as required by state law. 2.The Certificate of Insurance shall provide for at least 30 days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the FAR 52.228-5 Insurance clause. 8.0 Government Furnished Property/Equipment. The Government will provide no property or equipment in association with this Performance Work Statement. FOB Destination Delivery and completion of work is required NLT 1 June 2009. OTHER INFORMATION: ALTERNATE DISPUTES RESOLUTION In furtherance of Federal policy and the Administrative Dispute Resolution Act of 1990 (ADR Act), Public Law 101-552 and FAR Clause 52.233-1, Subparagraph (g) the Contracting Officer will try to resolve all post award acquisition issues in controversy by mutual agreement of both parties. Interested parties are encouraged to use alternative dispute resolution procedures to the maximum extent practicable, in accordance with the authority and requirements of the ADR Act. EMERGENCY MEDICAL TREATMENT Emergency medical treatment will be provided by the Evans Army Community Hospital in order to prevent undue suffering or loss of life. Emergencies will be treated only during the period of emergency and appropriate action will be taken to discharge or transfer such patients as soon as the emergency period ends. Charges for medical care will be at the prevailing rate and at the Contractor's expense. FORT CARSON POST ACCESS The Contractor is required to obtain a vehicle pass in order to access the Post. This can be done at Gate 1 only. Proper state registration (or a rental agreement), proof of insurance, and a valid drivers license are required. Fort Carson military installation is a limited access post with controlled gate openings and closures. Unscheduled gate closures by the Military Police may occur at anytime and all personnel entering or exiting the installation may experience a delay in do so due to vehicle inspections, registrations, wearing of seat belts, etc. Delays resulting from such closures or controls shall not result in price or schedule adjustments for the Contractor absent proof by the Contractor that such closures or controls were unexpected and exceptional. All vehicles and personnel are subject to search and seizure of contraband and/or unauthorized Government property. Contractor vehicles (Contractor-owned and personal), Contractor employees, and their personal property shall be subject to searches upon entering or leaving the Installation. FIRE PREVENTION The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association in the National Fire Code and other recognized fire prevention agencies and post regulations. OPERATION OF PRIVATELY OWNED VEHICLES Contractor employees operating privately owned vehicles on Fort Carson shall be required to comply with all applicable traffic laws, parking restrictions, and restricted area requirements (FC Suppl. No. 1 to AR 190.5) PROVISIONS INCORPORATED BY REFERENCE: Offerors shall comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quote electronically via email, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, and an overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, tax ID or size of business, delivery days, acknowledgement of solicitation Amendments (if any), warranty information, shipping/handling charges (must be specified), and FOB. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database. A contractor can contact the CCR by calling 1-888-227-2423 or e-mail at http://www.ccr.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted through Wide Area Work Flow. You can register at https://wawf.ef.mil/index.html. The contractor shall provide in writing a signed copy of the Buy American Act Certificate located at 252.225-7000 Buy American Act--Balance of Payments Program Certificate. The offeror shall include in their offer descriptive literature such as illustrations, drawings, or clear reference to information readily available to the Contracting Officer. The proposed offer shall address the requirement established in the PWS. The offeror shall provide information concerning at least three (3) but no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last three years from the date of receipt of proposals. Relevant contracts include those where the offeror performed services of a similar scope, magnitude, and complexity as those required under this solicitation. Contracts that provide all aspects of the services required by this solicitation will be considered more relevant than those contracts for only portions of the services required. The evaluation of past performance will take into account information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition. In addition, the Government may use past performance information obtained from other than the sources identified by the offeror. Past performance information is limited to no more than two (2) pages per contract listed. Information submitted should contain at least the following for each contract/reference: - Contract number. - Period of Performance. - Contract Type (i.e., fixed price, time and materials, etc.) - Indicating whether government or commercial contract and the dollar amount. - Include a summary description of any subcontractor and the scope of involvement. - Contracting agency, including name and telephone number of contract administrator, buyer or Contracting Officer. - Type of service provided and number of facilities serviced. The provision at 52.212-2, Evaluation--Commercial Items applies to this acquisition. The following factors shall be used to evaluate offer: technical capability of the item offered to meet the requirement, price, delivery date, and past performance. Offers will be evaluated on a pass or fail basis to determine whether the proposed training scenario system meets the salient physical, functional, or performance characteristics identified in the CLINs and PWS. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable. The provision at 52.212-3, Offerors Representations and Certifications Commercial Items. (Jun 2008) applies to this acquisition. A completed copy shall be submitted with your quote or completed online at the ORCA website.
