- REQUEST FOR INFORMATION (RFI) The purpose of exchanging information (or RFI) is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential Offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Marine Forces Reserve (MFR) Regional Contracting Office (RCO), New Orleans, LA is soliciting information from potential offerors to provide Oracle Software services to migrate an existing Marine Corps Enlisted Administration Separations System (MCEAS) system to another server from Kansas City, MO to New Orleans, LA with follow-on support services. The MFR processes nearly one thousand three hundred enlisted involuntary administrative separations annually via MCEAS. An administrative separation is a discharge from military service which requires flawless transactions that is time and personal information sensitive in accordance to directives, regulations and laws. MCEAS, implemented 1 September 2001, has provided a paperless method of submitting, tracking, and approving administrative separations over the past 8 years. The operating platform, located in Kansas City, MO on the KCMA domain server needs to be analyzed to see its current operation and backup procedures, upgraded to the current version of Oracle and migrated to the MFR Virtual Machine (VM) server on the MFR Domain which is located in New Orleans, LA. After this is complete, testing should be conducted prior to the system going into production in New Orleans. After testing is completed and production begins a long term standing contract will be required ! to support the technical/programming needs of the system. Service calls will need to be responded to and resolved within 24 hours of the phone call. The MCEAS database is a web based application located in Kansas City, MO. The software needs to be updated before the migration of the server takes place. NMCI will not interfere with any maintenance required for the database or the integration itself. All work will be done onsite. Requesting from potential Offerors the best industry means to execute such a requirement in a cost effective and efficient manner. Offerors shall be specialized in Oracle Forms and Reports in order to make the necessary changes. If additional information is required please contact Dan Baker, Contracting Officer, at daniel.baker@usmc.mil. No further information will be gathered after April 30, 2009. An RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, and a RFI does not commit the Government to contract for any supply or service.
