Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Time and Materials delivery order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, California to provide technical support for the LN-100G Embedded GPS/INS (EGI) in the Royal Australian Air Force (RAAF) F/A-18A+ aircraft. This procurement is for the investigation of existing aircraft subsystem interopability issues of EGI GPS Complimentary Navigation Message implementation under specified conditions and documentation of any required software changes necessary to provide proper system performance. This delivery order only covers the Non-Recurring Engineering effort to identify the proposed software improvements. It does not include the purchase of any hardware. As the designer, developer, and OEM for the LN-100G EGI, Northrop Grumman is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 24 months beginning after contract award. Numbered Note 22 applies.
