- The Army Contracting Command (ACC), Mission & Installation Contracting Commang (MICC), Directorate of Contracting Fort Belvoir (DOC-Belvoir) intends to award a sole source firm fixed price contract to DMC Management Services, LLC to provide apartment leasing services and support for the period of one month (April 1, 2009 through April 30, 2009). This is a special notice for commercial items services is being issued in accordance with Federal Acquisition Regulation 6.302-1(a)(iii), Only one responsible source and no other supplies or services will satisfy agency requirements. Any firm that believes it can meet this requirement may give notice to the office listed below no later than 9AM, March 31, 2009. If no responses are received, the MICC will proceed with awarding the contract for support services for the Joint Air Defense Operations Center (JADOC). POC for this requirement is Patricia Bruce, patricia.bruce@us.army.mil, 9410 Jackson Loop, Ste 102, Fort Belvoir, VA 22060-5134. STATEMENT of WORK Section 1. General 1.1The Joint Air Defense Operations Center (JADOC), has a requirement for Forty (40) one-bedroom, Forty-Nine (49) two-bedroom, One (1) three bedroom and Twenty-two (22) four drawer dressers in furnished apartments in various areas. 1.2Location with number of required apartments: oNational Capital Region (NCR): Forty (40) one-bedroom, Forty-nine (49) two-bedroom, One (1) three bedroom and Twenty-two four drawer dressers. All apartment communities must be within 13 miles of Bolling AFB, Washington DC. NOTE: One of the two-bedroom apartments will act as an office which will be manned 24-hr a day. In addition to the items specificed in Section 6 of this Performance Work Statement, this apartment will need six work desks, six ergonomic work chairs, six desk lamps, six large bookcases (4-6 feet tall), six 4-drawer filing cabinets, a dedicated fax line and a separate phone line. (This is mandatory at one of the communities). 1.3Threat Protection (National Capital Region Only): Due to Threat Protection travel guidelines, apartment communities for the National Capital Region must be located no more than 4 miles from each other, and within 7 miles from Reagan National Airport. 1.4All apartments, in all locations, shall a.be fully furnished to include washers and dryers. Apartment community(ies) must have fitness facilities on-site, or within mile walk, and shall be no more that mile from a grocery store and/or dry cleaners. b.must be free of defects, defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, and safety standards. c.include a kitchen, living/dining room, separate bedroom and have a private bathroom with tub and shower, and storage/closet area in addition to bedroom closet. d.be equipped with smoke detectors, dead bolt locks on all access doors, and secure locking windows 1.5Contract price for all apartments, in all locations, shall include: heating, air conditioning, water, electricity, local telephone service with voice mail, high speed internet (cable modem or DSL service), unlimited local/800 telephone service, expanded cable television service with HBO in the living room and expanded cable television in each bedroom, all at no cost to the occupant. 1.6In the event the occupant may permanently vacate the apartment before contract expires, the contract price will be reduced by the contracted value of the vacated apartment, from the date it is vacated, provided the government gives a written 14 day notification. Section 2. Contractor Responsibility 2.1Staffing. The contractor shall provide sufficient personnel possessing the skills, knowledge, and training to perform satisfactorily the services required by this contract. The Contractor and its employees will have a thorough understanding of Standard English and must be able to communicate fluently with the occupants. 2.2Contractor Representative. The Contractor shall provide a Contractor Representative who will be the point of contact and will have the authority to act or make decisions for the Contractor on all matters pertaining to this contract. 2.3Billing. Contractor must have the ability to provide the following services as related to billing: oDirect Billing the Government/DFAS oMonthly Invoice Review between JADOC representative and contractor representative oMonthly Invoices will be submitted at the beginning of each month for the prior month for approval. oApproved Invoices must be submitted via Wide Area Workflow http://www.dfas.mil/contractorpay/electroniccommerce/wideareaworkflow.html 2.4 Maintenance. The Contractor will maintain and fix any problems (water leaks, plumbing, electrical, etc) that surface within 12 hours from reported problem during day operations. The contractor shall also have on site maintenance and after hours emergency contact numbers for each apartment community proposed. 2.5Additional services: The contractor shall provide the following additional services at no additional cost to the government or occupants: oMail delivery facilities for mail addressed to occupants. oSecure garage parking with access controls. 2.6Inventory: The Contractor shall prior to contract award provide an inventory list of all furnished items mentioned in Sections 6. Inventory list must be submitted with their proposal under separate cover. This list and the procedures set forth in Army Regulation 735-5, Appendix C, Computing the Actual loss to the Government when Property is lost, Damaged, or Destroyed, will be used to assess replacement cost in the event of tenant misuse. 2.9Preventative Maintenance: The Contractor shall have a preventative maintenance program in place, and must remain in place for the entire life of the contract, to ensure the apartments remain free of pest infestation. 2.10Appliances: The Contractor shall keep appliances in working order during the life of the lease. Malfunctions that are the result of abuse shall be the responsibility of the occupant. 2.11Linen Exchange: In the event that the linens need to be replaced due to normal wear and tear, the contractor shall replace, at no additional cost, within three (3) days from request by Contracting Officers Representative. Section 3. Transition Phase 3.1Transition Phase: Up to three times per year, the occupants of some of the apartments will transition out to allow the apartment community(ies) sufficient time to oDeep Carpet Cleaning, prior to and after occupancy. oProvide Routine Maintenance Inspection and work to include electrical, plumbing, construction, touch up painting, carpet repair, changing of locks (as needed) and mechanical work. oComplete Move out Inspections- contractor representative required to be present. 3.2The contractor will complete the above items within seven (7) business days 3.3The government will provide written notice to the contractor as to the exact number of apartments and locations affected by the transition. Section 4. Damages 4.1 Damages: Contractor must submit a claim for any damages incurred in accordance with FAR 52.233-1 Disputes. The Government will self insure against damages to units that result from willful misconduct or willful negligence. The Government will conduct an investigation to determine willful misconduct or willful negligence and does not guarantee the contractor will receive compensation for damages claimed. 4.2 Contractor must provide a written statement of any damages or no damages for each apartment when vacated within fourteen (14) days. Section 5. Definitions/Acronyms Contracting Officer. A Government official with authority to enter into, administer, and/or terminate contracts and make determinations and findings on behalf of the Government as specified in FAR 2.101. Contracting Officers Representative (COR). An individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions. JADOC Joint Air Defense Operations Center Occupant or Occupants. U.S. Government military personnel who will occupy the apartments in the leased facilities. Like New. Free of defects, defacements, and stains. PWS. Performance Work Statement Transistion Phase. Turnover of soldiers, Departure of one unit, and the arrival of another unit. SECTION 6. Contractor Furnished Property 6.1 Contractor shall provide everything specified in Section 6 of this Performance Work Statement. 6.2 All apartments shall be furnished with the following items, furniture shall be new or like new at the start of the lease period: LINENS: Bedroom: One (1) complete set of bed sheets (flat sheet, fitted sheet, pillow case(s)) per bed, One (1) blanket per bed, One (1) bedspread per bed, Two (2) bed pillows per bed w/pillow protectors, and One (1) mattress pad per bed Bathroom: Two (2) bath towels, Two (2) hand towels, Two (2) face cloths per occupant, One (1) shower curtain with liner per bathroom, One (1) bathtub mat per bathroom, and One (1) bathroom rug per bathroom Kitchen: Two (2) dishcloths, Two (2) dishtowels, and Two (2) hot pads/pot holders FURNITURE: Living Room: One (1) Sofa or loveseat, One (1) easy chair, One (1) Coffee table, Two (2) end tables, and Two (2) table lamps or floor lamps Dining Room: Dining table with four chairs Bedroom: One Bedroom Apartment One (1) Queen size, or larger, bed w/headboard, Two Bedroom Apartment One (1) Oueen size, or larger, bed w/headboard, Two (2) Full size beds w/headboards, Three Bedroom Apartment One (1) Queen size, or larger, bed w/headboard, Two (2) Full size beds w/headboards, Two (2) Twin size beds w/headboards, Night stands (1 per bed), Bed side lamps (1 per bed), Dresser and/or chest of drawers, 4 drawer minimum (1 per occupant (estimated 240 each), Mirror, full size, Clothes closet APPLIANCES: Kitchen: Coffeemaker, Stove or range top and oven, Microwave oven, Tea kettle, Refrigerator/freezer, Toaster, 2-slice, Electric Can opener, 1 ea chest freezer for three (3) or more soldiers in apartment, (32 ea apartments). Living Room: Color television, 25 or larger w/remote controller, DVD player w/remote controller, telephone with answering machine( 1 ea) and Vacuum Cleaner (1 ea) Bedroom: Clock Radio w/alarm, 19 TV in each bedroom with DVD and remote DISHES/UTENSILS/COOKWARE: Matching set of glassware, dinnerware, drinkware and flatware, service for 4, Pots and pans: Frying pan, non-stick with Lid (2 ea), Saucepans with lids, 1 and 2-quart, Stock Pot w/Lid, Bakeware: Pizza Pan, Cookie Sheet, non-stick, 13x9 Baking, Dish (1 each), Casserole Dish w/lid (1 each), Salt & pepper set, Knife block set, Colander, Cutting Board, Mixing and storage bowls with lid, 3 each, Pitcher with lid, 2-quart, Complete set of measuring cups and spoons, Cooking utensils to include spatulas, slotted spoon, soup ladle, carving knife, paring knife, wire wisk, vegetable peeler, corkscrew, and pizza cutter Miscellaenous Items: Kitchen: ABC Fire Extinquisher (1 ea), hand held 5lb; Flatware tray (1 ea), Tall kitchen tash can (1 ea), Mop with bucket (1 ea), Whisk broom(1 ea), and Broom w/dust pan (1 ea) Bathroom: Wastebasket (1 ea) per bathroom, and Toilet brush with holder (1 ea) per bathroom Bedroom: Closet hangers (20 ea per occupant), Wastebasket (1 ea) per bedroom, and Iron and ironing board ( 1 ea) Window Coverings: All windows shall have coverings such as shades, blinds, vertical or horizontal, and or drapes. SECTION 7. Applicable documents. Army Regulation 735-5, Appendix C that is located at: http://www.usapa.army.mil/usapa_pub_pubrange_p_text.asp SECTION 8. Contract Manpower Reporting Requirement. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report all contractor manpower (including sub-contractor manpower) required for performance of this contract. The contractor is required to completely fill in all information in the format using the following address: https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by the reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where the contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on the web site); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending 30 September of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use the direct XL data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.
