This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number: HSCG23-09-Q-PUD678 is issued as a Request for Quotation (RFQ). This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 315212 with a small business size standard of 500 and is issued as a total small business set-aside. The deadline for submitting a proposal package is: Thursday, April 30, 2009 at 2:00 PM, local time. The US Coast Guard has a requirement for a maternity T-shirt to go under the Maternity Operation Dress Uniform. As a result of this solicitation, it is anticipated that a Firm-Fixed Priced Indefinite Delivery-Indefinite Quantity (IDIQ) type contract with provisions for issuance of delivery orders will be awarded. The period of performance will be five (5) years from date of award. Under this contract, the Government agrees to purchase a minimum of 500 each T-shirts. The total maximum contract quantity is 5000 each T-shirts over a five year period. Product supplied can be commercially available off the shelf made in USA. IMPORTANT NOTICE: FAR 52-232-33 (Payment by Electronic Funds Transfer/Central Contractor Registration, May 1999) is a mandatory requirement for contractors to be registered in the CCR database. CONTRACTORS MAY REGISTER ON-LINE AT HTTP://WWW.CCR.GOV/. IT IS MANDATORY TO OBTAIN A DUNS NUMBER PRIOR TO REGISTERING. AWARD CANNOT BE MADE UNLESS REGISTERED. The U.S. Coast Guard Uniform Distribution Center (UDC) has a requirement for, US Coast Guard Women’s Maternity, Operational T-Shirt, made in accordance with the following salient characteristics: Design: The T-shirt shall have short sleeves, a crew neck collarets that shall finish 1 ± 1/8 inch wide and hemmed sleeves and bottom. The sleeves shall be hemmed approximately 3/4 inch wide and the bottom hem shall be approximately 7/8 inch wide. All seams shall be overedged or cover stitched. The body of the shirt shall have no side seams, i.e., the shirt shall be made from on continuous piece of circular knit fabric with a sewn on collarets, shoulder seams, armhole seams, and sleeve seams. The inside of the shoulder and back of the collar seams (shoulder to shoulder) shall be reinforced with binding tape 3/8 to 1/2 inch wide. An identification/size/care label shall be located at or near the center back collar seam. Color: The color shall be a commercially acceptable navy blue. Materials: The body cloth shall be made from singles or 2 ply 100% combed cotton yarn, knitted on a circular machine with a jersey stitch. The cloth shall be preshrunk. The collaret material shall be 1X1 true rib knit made of 100% combed cotton yarns. The collaret shall contain Spandex yarns to provide dimensional satiability and elastic recovery. Thread: The thread for all seaming and stitching shall be in accordance with standard commercial practice. The color of the thread shall be a good match to the basic material. The finished thread shall have no chemical finishes or treatments other than those commonly used on commercial threads. Labels: A commercial type label shall include size, manufacturer’s name, contract number, fiber content and laundering (care) information. The lettering shall be black. The letters shall be bold, bright, and clearly printed. The lettering shall have “good” colorfastness to laundering when tested in accordance with AATCC-61. Size Range: The T-shirts shall be sizes small, medium, large, X-large, and XX-large and measure to standard industry measurements for maternity T-shirts. Manufacturers shall provide one sample of each size for dimensional approval. Patterns: Commercial patterns shall be used. Offerors are required to submit all Product Demonstration Models (PDM) that consist of 4 T-SHIRTS, ONE OF EACH SIZE, on or before AT LEAST 30 BUSINESS DAYS FROM SOLICITATION COMMENCEMENT DATE to: U.S. Coast Guard Clothing Design and Technical Office, Attention Ms. Laura Joubert, 15 Kansas Street, Natick, MA 01760. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the senders at their request and expense, unless they are destroyed during pre-award testing. The product samples shall consist of 4 TEE SHIRTS which shall be tested for conformance to the specifications. Failure of the models to conform to the required characteristics may have their offer rejected. Failure to provide models by the time and date specified in the solicitation may be a cause for rejection if not otherwise eligible under the provisions for considering late offers. PDM’s will become Government property unless return is requested within 30 days after award. The awarded Contractor will be required to submit a first article for testing and approval by the Coast Guard Clothing Design and Technical Office (CDTO). The U.S. Coast Guard may waive the requirement for first article testing and approval where supplies identical or similar to those called for in the schedule have been previously furnished by the Contractor and have been accepted by the U.S. Coast Guard. The Contractor may request a waiver. REQUEST ALL PRICING TO BE QUOTED AS FOB DESTINATION. In accordance with Federal Acquisition Regulation (FAR) clause 52.209-4 First Article Approval Government Testing, paragraphs (a) and (b) of the clause are hereby included in full text, and the remainder of the clause is incorporated by reference. PARAGRAPH (a): The Contractor shall deliver the quantity specified under Contract Line Item Number (CLIN) 0001 (first article) in the contract, within 30 CALENDARD DAYS from the date the order is received by the Contractor. The first article shall be shipped to U.S. Coast Guard Clothing Design and Technical Office, Attention: Ms. Laura Joubert, 15 Kansas Street, Natick MA 01760 for testing and approval. The shipping documentation shall contain the contract number and the item identification. The first article testing of the Women’s T-shirt will consist of a visual examination for defects that affect appearance, serviceability, or salability and workmanship. Each finished T-shirt shall be visually examined to ensure conformance to the requirements specified above. Each T-shirt shall be uniform in appearance and shall be free from defects that could affect the form, fit, function, quality and serviceability of the finished item. Should the first article lot be destroyed during first article inspection or rendered unusable as a result of the first article inspection, it will be the Contractors responsibility to repair or replace the first article lot after the inspection so that they are part of the production lot. If the first article is disapproved, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article. The Contractor shall furnish the additional first article to the Government under the terms and conditions and within the time specified by the Government. Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. (b) Within 7 calendar days after the U.S. Coast Guard receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specification and all other terms and conditions of the contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite the reasons for the disapproval.
