The 50th Contracting Squadron at Schriever AFB, Colorado, seeks 8(a) businesses to perform technical services in support of the Space Innovation and Development Center (SIDC) at Schriever AFB CO. This effort will include providing operations support, overall program management, systems engineering and analysis, and other space application-related efforts for the SIDC as well as other Air Force (AF), Department of Defense (DoD), and Government agency programs. In addition, the effort will be directed toward examining, assessing, and developing the means to integrate National System (NS) and DoD space system support to enhance combat and research and development capabilities within the AF. This includes and/or involves integrating existing and advanced technology weapons, platforms, and operational test and evaluation, as well as the technical expertise (e.g. knowledge of emerging space-based technologies and systems and advanced space operation education) to assist space-related activities. Proper planning and programming are essential to provide the necessary technical, management, administrative, and security expertise needed for developing integrated support concepts for the SIDC. The Government's overall acquisition strategy will be an 8(a) competition. The final Request for Proposal (RFP) for this effort is attached. The Government intends to conduct a Pre-Proposal Conference on 03 Apr 09 from 0900-1200. The conference will be conducted at Schriever AFB in the Building 300 Auditorium. All offerors will have the choice of attending in person or via meet-me-net teleconference (meet-me-net number is 719-567-1428). Please be advised that the Government does not require in-person attendance. If you have RSVP'd previously, please check the attached list and confirm your attendees. Please limit the number of separate lines calling into the meet-me-net number. If you wish to attend in person, please send your name, company name, mailing address and phone number via e-mail to 50CONS.LGCZH@Schriever.af.mil ATTENTION: Andrea Pitt and Stacy Reed NLT 31 Mar 09. Each offeror (including subcontractors, teammates and/or joint venture partners and key personnel) will be limited to five (5) people for in-person attendance. If you wish to participate in the pre-proposal conference via meet-me-net, please e-mail the names of the individuals and their company names to 50CONS.LGCZH@Schriever.af.mil ATTENTION: Andrea Pitt and Stacy Reed NLT 2 Apr 09. During this pre-proposal conference, the 50th Space Wing and the SIDC will provide an overview of various aspects of the solicitation to include schedule, budget, requirements, Organizational Conflict of Interest, as well as a general overview of the Standard Form 33 (e.g. Schedule B - to include Travel CLINs and the Equipment, Materials and Supply CLINS; and Sections L and M). Following the Pre-Proposal Conference, two (2) representatives from each CONTRACTOR TEAM will be authorized to receive an AF TENCAP project brief. This project brief is the same briefing that was presented at 3IS Industry Day on 9 Dec 08. If you attended previously, please do not re-attend as space is limited. Those individuals attending must have active TS clearances. Visit Access Requests (VAR) must be submitted to the SIDC Security Office through the Joint Personnel Adjudication System (JPAS) no later than COB 31 Mar 09. Those that have submitted a VAR previously must re-submit in order to attend. The "Government Visit POC" block should be titled "3IS Pre-Proposal Conference." The SMO code is FDISFLFJ6.
