Description
The following is a list of the tasks to be performed. The Centers for Disease Control and Prevention (CDC) intends to award a contract to Abt Associates Inc. on a noncompetitive basis to evaluate the impact on HIV prevention programming among Injecting Drug User (IDU) populations in northwestern Vietnam. The purpose of this requirement is to conduct a non-biased evaluation through providing leading technical assistance in the development and clearance of study protocols and implementation of the evaluation including the consolidation of routine service delivery data, collection of additional data specific to the evaluation, evaluation analyses, and compilation of the final report. Additionally, Abt Associates, Inc. will identify and contract appropriate resources and personnel within Vietnam for the day to day management of planning and implementation of the evaluation. Abt Associates will provide all labor, materials, and equipment required to complete the tasks attached in this announcement. Abt Associates Inc. has been identified as the only organization having the requisite, un-biased, knowledge and experience to perform these requirements immediately after award of the contract. In addition, Abt Associates Inc. has worked previously in Vietnam IDU program impact evaluations, and has the required legal mechanisms for performing such services in the country of Vietnam. Abt Associates Inc satisfies the service requirements of having worked with each of the following in the past: Government of Vietnam IDU detention centers, Ministry of Labor Invalids and Social Affairs (MOLISA), Ministry of Health (MOH), PEPFAR Vietnam, Ministry of Public Security (MOPS), and the United Nations Office on Drugs and Crime (UNODC). The period of performance will commence immediately upon award of the contract and shall continue through the next 18 months to be completed no later than September 30, 2010. The evaluation will continue for at least 48 months with the possibility of additional exercise of options if deemed appropriate by the CDC. The North American Industry Classification Code is 541710. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received, and to proceed with a noncompetitive award is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
