- The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (SCAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Faces and Voices of Recovery, 1010 Vermont Avenue, NW, Suite 708, Washington, DC 20005. The Purpose of this contract is to sponsor Faces & Voices of Recovery, a coalition public awareness project working to help solve America’s problem of alcohol and drug addiction, for the past nine years. The collaboration of SAMHSA/CSAT and Faces & Voices of Recovery is successfully working to expand the Nation’s consumer- and community-based recovery network which helps to increase the number of individuals reaching out to educate others about substance use disorders, treatment and long-term recovery, based on their personal recovery experience. In addition, Faces & Voices of Recovery continues to encourage and empower their membership to heighten awareness of the need to expand the Nation’s treatment capacity and to reduce barriers to treatment – including increasing access for Americans with disabilities. Faces & Voices of Recovery promotes an anti-discriminatory and non-stigmatizing environment for individuals in long-term recovery, including those in recovery through medication assisted therapies. Faces & Voices of Recovery works in support of SAMHSA’s matrix area of Substance Abuse Treatment Capacity and Cross-Cutting Principles of Collaboration with Public and Private Partners; Recovery/Reducing Stigma and Barriers to Service; Cultural Competency/Eliminating Disparities. In addition, there is a growing need for consumer education on the rights and responsibilities of people in recovery in order to regain “a life in the community.” Faces & Voices of Recovery has proven successful in educating and empowering individuals to speak out about addiction, treatment and long-term recovery, and become voting and active citizens in their community. SAMHSA/CSAT, Faces & Voices of Recovery as well as consumers of treatment services—those currently needing treatment services, those in treatment and individuals in recovery, as well as family members and friends—continue to join forces to transform treatment and recovery services available to all Americans. SAMHSA/CSAT is working to create a consumer-driven system of care where consumers actively participate in the decision-making role in available and effective treatment options to meet their individual needs. SAMHSA/CSAT is also working to help lower barriers to finding and maintaining long-term recovery from addiction to alcohol and drugs. This includes working to educate and reduce barriers and the stigma associated with medication assisted options and recovery for alcohol, illicit drugs and opioid dependent individuals. Faces & Voices of Recovery also works to create educational materials and outreach opportunities to increase access to treatment and recovery services. Faces & Voices aims to support and foster a more compassionate community response to addiction and recovery, and ultimately, discourage and minimize substance use disorders nationwide. Faces & Voices of Recovery also possesses ample experience in the provision of training modules for grass roots organizations, the treatment field, health care providers and others in local social service organizations including the faith community and community-based organizations. Faces & Voices of Recovery maintains a speaker and participant pool of voices of recovery for SAMHSA/CSAT-sponsored events and activities. Through these contacts, Faces & Voices participates in National Alcohol and Drug Addiction Recovery Month (Recovery Month) activities throughout the country and other consumer-related educational efforts to help put a face and name on the effectiveness of treatment and the power of recovery. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
