- Justification for Other Than Full and Open Competition (C-1) Pharmaceutical items Prime Vendor Europe Region. This is a Justification for other than full and Open Competition (C-1) Pharmaceutical items under Prime Vendor for the European Region. The subject contract SPM200-01-D-1606 covers selection of Cardinal Health, Inc., as the Pharmaceutical Prime Vendor which will continue to provide brand name specific pharmaceutical items including controlled substances, which are distributed through Military Treatment Facilities to military personnel and their dependents in the Pacific area. This action meets the requirements of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. The contract effective date is effective April 1, 2009 through March 31, 2010. The solicitation (SPM2DP-08-R-0009) for the new Europan and Pacific Pharmaceutical Prime Vendor will be available shortly on FedBizOpps.
