- This is a combined synopsis/solicitation for the purchase of 5 ea Arctic Cat Snowmobiles in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is set-aside 100% for Small Business. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation number L09PS00250. This document incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-20. The NAICS code is 423110. The business size standard is 100 employees.The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) has a requirement to obtain five (5) Arctic Cat (name brand only) Snowmobiles for the Remote Sensing Fire Weather Support Unit (RSFWSU) with the following specifications:1.Engine shall be a 2 cycle, 2 cylinder, liquid cooled of approximately 600 cubic centimeters displacement.2.Lubrication system shall be oil injected.3.Intake/Induction system shall be Electronic Fuel Injection4.Exhaust system shall be a tuned exhaust and muffler system with a Power Valve type exhaust port opening. 5.Drive Clutch shall be RPM sensing type; Driven Clutch shall be a roller cam type with gear drive to the track.6.Ski stance shall be adjustable in width with skis made of durable high impact plastic type material.7.Front suspension shall be of the double wishbone A-arm type with high performance shock absorbers that are adjustable; suspension travel shall be at least 9 inches.8.Rear suspension shall be of the slide rail type with high performance shock absorber with a suspension travel of approximately 17 to 19 inches of travel.9.Track shall be of a length of approximately 153 to 155 inches in length, width of approximately 15 inches; track cleat/lug length shall be a minimum of 2 to 2.5 inches in height.10.Brakes shall be of the hydraulic type11.Fuel tank capacity shall be a minimum of 11 gallons.12.Head lights shall be of the halogen type13.Standard instrumentation is acceptable.14.Other requirements are: reverse gear, hand/thumb warmers, rear cargo rack, rear bumper with hitch for towing cargo sleds that are securely fastened and re-enforced to prevent damage to mounting area.15.Snowmobile Cover. The following provisions and clauses apply to this procurement: FAR 52.204-07 CENTRAL CONTRACTOR REGISTRATION; FAR 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS (para (b) following clauses apply; FAR 52.219-06; FAR 52.219-28; FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.225-01; FAR 52.225-13; FAR52.232-33; FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATION; FAR 52.212-02 EVALUATION-COMMERCIAL ITEMS (Price and Trade-in value). PRICE: Please provide pricing for the new snowmobiles as well as a separate line for the TRADE-IN value of 5 snowmobiles. 4 1999 snowmobiles with serial numbers of: M8390: VIN# 9930701, M8391: VIN# 9930699, M8392: VIN # 9930702, and M8393: VIN# 9930714. These are Arctic Cat Powder specials with 600cc displacement engines with installed reverse, tow hitch, rear bumper, windshield, storage bag, rear cargo rack, and vehicle cover. One trade-in snowmobile with a serial/VIN number of M8559: VIN# 4UF01SNW31T124925 is a 2001 Arctic Cat Mountain Cat with 600cc displacement engine with installed reverse, tow hitch, rear bumper, windshield, storage bag, rear cargo rack, and vehicle cover. This snowmobile has engine damage to the pistons and cylinders. All 5 snowmobiles shall be removed from the National Interagency Fire Center by the successful vendor. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or a completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contact, address, phone number, fax number, DUNS number, any prompt payment discount terms, and all information required under the evaluation criteria. Quotes shall be received by April 7, 2009, 4:30pm MDT at the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
