Prospective offers are due no later than 12:00 PM Central Time, 10 April 2009. The contractor shall provide the following: all tools, equipment, labor and materials to provide out-patient domestic violence treatment services in accordance with the terms and conditions of this contract and the statement of work. This is to be an out-patient program designed for domestic violence perpetrators using a psycho-educational approach that rests on the underlying assumption that domestic violence involves much more than physical violence by one partner against another. Domestic violence includes physical, psychological and sexual abuse with the need for power and control at the root of all types of abuse perpetrated. The program needs to be designed to help the perpetrator confront their attitudes about control, teach them other strategies for dealing with their partners, identify and practice non-abusive behavior, explore the impact of violent and abusive behaviors on partners, children and group members and encourage the perpetrator to take full responsibility for abuse behavior and challenge their denial of the abuse. The Contractor shall establish a 29-session program involving an individual intake interview, 27 group sessions, and an individual exit interview. The group sessions are to occur once per week for two hours. Activities and key topics should be designed to increase knowledge and change attitudes and behaviors. All activities will be geared to help batterers accept responsibility for their actions, learn what abusive choices are and why they are not acceptable, and learn how to make respectful choices within their relationships. The safety of participants' intimate partners is to be addressed in each stage of assessment and during a period of group treatment. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil.
