- PURPOSE: In accordance with FAR 6.302-2 (2)(b)(2), Unusual and Compelling Urgency, the Veterans Administration (VA), VISN 5 Contracting offices have a compliance requirement to digitize mission critical paper files and documents. The VA digitization initiative will incorporate efficiencies enhancing the VA contracts offices to operate more effectively by providing a graphical user interface to digital content aiding in the electronic preservation of important documents in their original form in a central data storage repository. The VA Electronic Contract Management System (eCMS) will be an active user system while the paper files will continue to serve as a backup copy. This requirement is set aside for contractors that are NIB, NISH, SDVOSB, or VOSB. OBJECTIVE: To digitize VA mission critical existing contracts (back-file mass conversion) for storage in the VA eCMS electronic data storage repository. SCOPE: The scope of the VA VISN 5 Contracts Digitization contract includes all support services required to perform document preparation, scanning, indexing, and quality assurance to digitally convert active back-file (pre-existing) paper documents/files on-site at three VA locations: Washington DC VA Medical Center (DC VAMC), VA Maryland Health Care System (VAMHCS) located at Perry Point and Baltimore, MD. Estimated documents to be scanned at each location are as follows: DC VAMC - 137,000; VAMHCS Perry Point - 96,000; VAMHCS Baltimore - 64,000. Contract estimated start date shall be no later than April 20, 2009 and completion date shall not exceed June 19, 2009. The Contractor shall provide all necessary equipment, material, and labor to perform required services. TASKS: The following tasks shall be performed: Document Preparation; Scanning; Indexing; Quality Control; Formatting Digital Documents for the VA eCMS; Project Management; Document Re-assembly TECHNICAL STANDARDS: The VA eCMS was designed and implemented by Aquilent. The image specification will be bi-tonal images with Group IV compression stored in PDF multi-page, image-only format for loading into eCMS by the VA. The pixel density will be 200 dots per inch unless a higher density is required to maintain legibility on an exception basis. A document is defined as all pages falling under one tab section. Tab sections will be identified prior to the contractor coming on-site, but typically contain about 15 sections. The average document size is 50 pages, but tab sections can vary from one page to hundreds of pages. The indexing and resulting files will be named with the 10-digit contract number, dash character and the 3-digit tab section descriptor (##### - # - #### - P01). The files shall be delivered bi-weekly on CD-R media. SECURITY COMPLIANCE: The Contractor shall comply with VAAR 852.273-75 entitled SECURITY REQUIREMENTS FOR UNCLASSIFIED INFORMATION TECHNOLOGY RESOURCES.
