Description
This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires delivery of, and licenses to use, non-commercial, off-the-shelf Ship Air Defence Model (SADM) software and subscriptions to maintenance for same, for a term of five years. The requirement is estimated to include, by the end of the five year term: (1) qty 24 additional licenses/seats to SADM Analysis Edition (AE), (2) qty 25 additional licenses/seats to SADM Tactical Edition (AE), (3) qty 1 agency-wide license (presently scheduled for release in CY 2009), with keys appropriate to upgrade all existing Navy seats to SADM AE and TE Version 4 software products (from the current Version 3 software products), (4) qty 1 agency-wide license (presently scheduled for release in CY 2012), with keys appropriate to upgrade all existing Navy seats to SADM AE and TE Version 5 software products (from Version 4 software products), and (5) qty 69 (ultimately, by the end of the term) subscriptions to software updates / maintenance (it is possible only 59 would be separately priced if 10 new seats were purchased in CY 2013). Required Features of the Modeling and Simulation software: (1) Software is programmed to simulate a ship's air defense system against missile attack with hard-kill, soft-kill, and hard-kill/soft-kill interaction. (2) Software is adapted to USN ship's air defense systems as well as USN electronic warfare systems. (3) Software incorporates actual USN Electronic Attack (EA) waveform and decoy algorithms in its models. The SADM software is proprietary to BAE Systems Australia Limited at Edinburgh SA. NSWCDD currently holds restricted-rights licenses for qty 20 seats of SADM AE and TE software. Because the licenses convey only restricted rights, and all other known alternative software products have function, compatibility, and interface deficiencies relative to Government needs, and because, alternative software products would require replacement of the existing infrastructure of software, as well as the additional seats cited by this synopsis, the Government anticipates, in accord with FAR 6.302-1, to solicit BAE Systems Australia Limited on a sole source basis; see NOTE 22. RFP N00178-09-R-3033 will be issued when this synopsis has been published for at least 15 days; time from publication of this synopsis to award of a contract may take as little as 45 days. The Government anticipates/intends making award of a firm fixed-price contract to BAE Systems Australia Limited for the requir! ed software in May 2009. Questions and responses should be submitted, in Microsoft Word format, no later than __15 April 2009__ to DLGR_NSWC_XDS13@NAVY.MIL and should reference this sources sought number: N00178-08-R-3033. Please include your company CAGE code and POC information with your response. This synopsis does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
