- Draft Solicitation The Centers for Medicare and Medicaid Services (CMS) is launching is third and final solicitation for its new strategy to improve and streamline all program integrity work for the Medicare program. This new strategy is centered on the creation of Zone Program Integrity Contractors (ZPIC). In this new structure, the country will be divided into zones that align with the Medicare Administrative Contractors (MAC) and are divided into 7 zones covering all 50 states and the territories. Cycle 3 includes the award of Zone 3 and Zone 6 which consists of the following: Zone 3: Minnesota, Wisconsin, Illinois, Michigan, Ohio and Kentucky Zone 6: Pennsylvania, New York, Maryland, DC, Deleware, Maine, Massachusetts, New Jersey, Connecticut, Rhode Island, New Hampshire, and Vermont CMS is seeking comments on the draft Solicitation from industry. The comment period is from March 31, 2009 through April 14, 2009. CMS is seeking industry comments on the draft solicitation for consideration when finalizing the final requirements. Please note that not all solicitation attachments and exhibits are provided in this draft. Based upon past procurement experience and/or industry best practices, please provide comments on the draft RFP, SOW and any attachments for CMS’s consideration. Industry is encouraged to provide its comments on any part of the solicitation, RFP, SOW, Task Order SOWs, Business Proposal Spreadsheet templates, checklists, questionnaires, etc). Along with these areas, CMS is specifically requesting industry comments on the following: 1. How much time would you need to prepare your proposal in accordance with the instructions? 2. Is the time allotted (4 hours) for the oral presentation reasonable? 3. What are your overall questions/concerns with CMS’ proposed approach to obtain your proposal in electronic formatvia CD? 4. In addition to the RFP instructions provided, are there additional instructions and/or parameters that CMS needs to address to ensure that offerors understand what they need to provide in their submission and to ensure that CMS gets the information it needs to make informed judgments regarding offerors’ proposed technical and business proposals? 5. Are the page limits for the technical proposal reasonable? 6. Are there any concerns with the education and experience requirements with the key and essential personnel? Please provide your response to this Request for Information (RFI) to Nicole.Hoey@cms.hhs.no later than close of business April 14, 2009. Responses should be submitted as an email attachment in Microsoft Word 2003 format. For purposes of this RFI, the term “vendor” refers to those members of industry providing responses to this RFI. The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. CMS will use the information submitted in response to this RFI at its discretion and will not provide comments to any vendor’s submission. However, responses to the RFI submitted may be reflected in the final solicitation. CMS reserves the right to contact any vendor that responds to this RFI for the sole purpose of enhancing CMS’ understanding of your RFI submission. This notice is for informational purposes only and does not constitute a solicitation or Request for Proposal. This RFI is not to be construed as a commitment by the Government. The Government will not pay for any information provided as a result of this RFI and will not recognize or reimburse any cost associated with any RFI submissions.
