Description
NASA/DFRC plans to issue an Invitation for Bids (IFB) for construction of theConsolidated Information Technology Center (CITC) at NASA Dryden Flight Research Center,Edwards AFB, CA.Construction Services to be performed under the firm fixed price contract will consist ofconstructing an office/Information Technology center building. The project willfacilitate reliable, secure and rapid analysis of critical flight research data to fullyprepare DFRC for the important aeronautics research missions of the future. The projectwill bring IT personnel and resources from several buildings and warehouses into acentrally located facility. The CITC building will be constructed adjacent to theexisting Data Analysis Facility (DAF), Building 4838, to minimize required infrastructureupgrades and leverage prior year Construction of Facility projects. The project includesbut is not necessarily limited to: 22,000 SF two story facility with offices, raisedfloor computer room (approximately 5,000 SF), conference room with Video/telecomcapability (approximately 1,000 SF), development and testing laboratories, restrooms,kitchen/break room areas, workroom, storage areas, HVAC systems, and fire detection andprotection systems. Supporting site improvements will include water, sewer, gas,electric, paving, walks, curbs and gutters, and security lighting. The building shell iscomposed of Concrete Masonry Unit (C.M.U.) with steel frame. The roof will be EthylenePropylene Diene Monomer (EPDM) on a predominantly flat surface with a parapet at theperimeter. There will also be various modifications to Building 4838 to includemiscellaneous modifications to the existing office space and elevator, and demolition ofthe existing dumbwaiter. This is to be an ANSI/TIA/EIA-942, Tier III facility. The order of magnitude for the procurement is between $5,000,000.00 and $10,000,000.00and the effort shall be completed within 540 calendar days after notice to proceed.This procurement is a total HUBZone small business set-aside. See Note 27.The NAICS Code and small business size standard for this procurement are 236220 and $33.5Million, respectively. The anticipated release date of the IFB is on or about 15APR09with an anticipated offerclosing date of on or about 18MAY09.The firm date for receipt of bids or proposals will be stated in the IFB. Specificationsand drawings will be available by submitting a request on company letterhead to theContracting Officer at "james.m.hillman@nasa.gov". All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. The Internet site, or URL, for the NASA/DFRC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=24 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Any referencednotes may be viewed at the URLs linked below.FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(b) An organized site visit has been scheduled for - 21APR09.Participants mustcomplete and forward to the Contracting Officer DFRC Form DFRC735-1, Visit Request five(5) days prior to the site visit.(c)Participants will meet at-NASA - Dryden Research Center, Edwards, CA, Building B4825, Institutional SupportFacility (ISF) at 0900 HRS.(End of Provision)All contractual and technical questions must be submitted in writing.
