- Question 1: Based on a review of the RFP there would appear to be a miss-alignment between a) Section 4 AWARD CRITERIA (page 14) of the RFP and description of service needs as discussed in the section titled ELEMENTS OF THE FEASIBILITY STUDY (page 7 and 8 of ANNEX II). By way of illustration, the RFP AWARD CRITERIA allocates 100 points across four (4) criteria a) Technical Expertise (30 pts) – requesting design, construction and management expertise, knowledge of Brazilian public finance, expertise in economic and financial analysis, expertise in urban and regional planning b) Work plan and methodology (40 pts) – requesting a detailed work plan c) Regional Experience (20pts) – requesting familiarity with technology park design, construction and management in Brazil and Latin America d) Financial Experience (10 pts) – requesting project financing and estimating Yet, in the section ELEMENTS OF THE FEASIBILITY STUDY the communicated needs could be characterized as a) Seeking an understanding of the merits of Brasilia as a location for a technology park relative to other competing alternatives both within Brazil, the region, and globe b) How the project should be positioned based on the context above c) What return on investment is likely Answer 1: We have not identified a specific question. We do not see any misalignment regarding award criteria and the service needs, since the company should meet the criteria in order to best provide the service required Question 2: Could you please obtain clarity of the primary focus of the initiative? Understanding the bullets below are a gross characterization of the need, is it a) Design, construction and financing etc, or b) Merits of the park and how to strategically position the park versus competing alternative Answer 2: Both items A + B. Question 3: How many sites are to be considered for Phase 1 & 2. Answer 3: Annex I of the RFP states clearly what should be provided. The number of sites visited should be studied by each company and suggested in its final proposal. Question 4: By Phase 3 and onward, will more than one site be under consideration for further development? Answer 4: We expect the company to indicate the best site. Should there be more than one ideal location, we will select the most viable. Question 5: Is there already a list of potential tenants, building owners or users identified for this development? Answer 5: We expect the consultancy company to produce such list. Question 6: We need further explanation about the deliverable items described in TASK 4: DEVELOP FUNCTIONAL SPECIFICATIONS, ARCHITECTURE, AND BUSINESS MODEL. We'd like to know what aspects should be described in terms of details and technical specifications about the project concerning design (does it mean architecture - construction blue print?), technology definitions and business model. Please advise. Answer 6: Regarding techology definitions and business model, what we need are details and technical specifications; as to design, the company does not need to produce a blueprint. However, it should provide a project (in 3D, for example) of the suggested architectonic display for the park (e.g. where each sector should be located, entrances, common areas, the best transportation system, etc.)
