Description
The Product Director Non Standard Ammunition (PD-NSA) and the US Army Contracting Command (ACC) Rock Island Contracting Center (RICC) intends to issue Request for Proposal (RFP) W52P1J-09-R-0093. This RFP is for various types of Non Standard Munitions for the Government of Afghanistan and United States forces. The proposed RFP will result in a two (2) three year Best Value firm-fixed price contracts consisting of a base contract and two (2) eighteen month option periods. The RFP will be evaluated utilizing Best Value Tradeoff Procedures and will result in two separate awards. Both contracts will include all items included in the RFP. The initial award for the base requirements will be split between the two contractors. Follow-on requirements will be awarded and potentially split based on the best value to the Government considering the size and complexity of the requirements and contractor performance. The ACC-RICC anticipates issuing a draft RFP which will include the estimated items and quantities, technical requirements, and evaluation factors. The estimated release date of the draft RFP is 13 April 2009. The estimated release date of the final RFP is 18 May 2009. The date in which offers are due will not be released until the final RFP is issued. The response date listed on this website is for archive purposes only and is not the date in which offers are due. PLEASE NOTE: The dates listed above are ESTIMATED dates only and are subject to change. Prospective offerors are advised to view the Federal Business Opportunities website for any updates on issuances. This draft RFP and final RFP will be issued electronically in accordance with FAR 4.502 and 5.102(a)(1); therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Army Single Face to Industry (ASFI) Website at the following address via the internet: https://acquisition.army.mil/asfi/. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. The U.S. Army Joint Munitions & Lethality Life Cycle Management Command, Product Directorate Non Standard Ammunition (PD-NSA) and the ACC-RICC will be conducting a NSA Industry Day to discuss the draft RFP and gather feedback from industry. The Industry Day will be held 29 - 30 April 2009 at The Charleston Marriott in Charleston, SC. Industry Day will start at 0800 EST on 29 April 2009, with on-site registration beginning at 0730 EST. The first day of Industry Day (29 April 2009) will include briefings and discussions on the following: (1) acquisition strategy and requirements of draft RFP; (2) technical data requirements; and (3) broker and license requirements. The latter half of the first day and the entire second day (30 April 2009) will be utilized to conduct one-on-one meetings with individuals/companies, at the individual request. One-on-one meetings will be held from 0800 to 1600 and will be limited to 30 minutes each. Registration for one-on-one meetings can be completed prior to or during Industry Day; however, the number of meetings will be limited and will be scheduled on a first-come first-serve basis. Information discussed during the meetings may be posted to the website. Advanced registration for Industry Day is required and must be received by Ms. Christie Hanson no later than 1500 CST 20 April 2009. Each company may register up to four (4) personnel to attend Industry Day. The POC listed below shall be furnished the full name, company address, and phone number of all attendees. Additionally, foreign attendees shall submit formal request for visit notification through their embassy. The passport number for foreign attendees shall also be provided to the POC. Please submit advanced registration and any one-on-one meeting requests to christie.hanson@us.army.mil or call (309) 782-0236. Questions will be accepted prior to Industry Day. Attendees will also have the opportunity to submit questions during Industry Day. All questions will be addressed during the Industry Day and posted on the Army Contracting Command (ACC) Automated Acquisition Information System (AAIS) website (link below). All questions submitted prior to Industry Day must be e-mailed to Ms. Regina Brecht, regina.brecht@us.army.mil, with the following subject line Question Afghan/US RFP Industry Day. Questions submitted via facsimile or telephone will not be accepted. A website for this Industry Day is established at http://www.aschq.army.mil/ac/aais/ioc/nonstandardammunition.htm. Please review periodically for updated information on the Industry Day if available. A block of rooms for Industry Day will be reserved at The Charleston Marriott at a discounted rate.
