Description
Availability of a prospectus for solicitation to sell convenience items within certain parks located in the southeast region. The sales locations are geographically dispersed; the allotted spaces for the visitor convenience items are small and potential gross revenue is very limited. Gross revenues over the past five years have been from $1,297,052 to $694,022 annually. The term of this contract is expected to be fen years, and will require a minimum franchise fee to paid to the National Park Service of 2% of gross receipts, or $200 whichever is greater. The Director, pursuant to 36 CFR 51 has determined that this is not a qualified contract, within the meaning regarding determination of a preferred offeror. The current concessioner has been determined to have been a 'satisfactory' operator. The current concessioner is considered not to be a 'preferred offeror' which basically means that they do not have the right to match the terms of any better offers. Offers must be received by June 1, 2009 by 4:00 p.m. The Prospectus will explain the business opportunity, the terms and conditions under which the NPS will award the concession contract, the opportunity, the terms and conditions under which the NPS will award the concession contract, the proposal instructions, and the proposal package (including the selection factors). There will be an administrative charge to recoup printing cost of $50.00 plus a $5.00 mailing fee for each prospectus. Please make checks for $55.00 payable to the National Park Service. Concession contracts are not contracts within the meaning of 41 USC 601 et seq. (The Contract Dispute Act) and are not service or procurement contracts within the meaning of statutes, regulations or policies that apply only to federal servicecontracts or other types of federal procurement actions.
