- This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. 1. The Department of Veterans Affairs (VA) is seeking interested sources (contractors) to drill a test well that could be useful for either further development of a direct use geothermal well (supply or injection), or conversion to a heat pump system supply well. It is critical to have the test well constructed as if it were going to be used as a performing direct use geothermal well. NACIS 237110 (size standard $33.5 Million) applies. Sources (contractors) are sought that can provide all work to be able to drill a test well to a depth of 1,600 feet deep. A well casing is to be used to the full finish depth of 1,600 feet, gravel packed and grouted to surface with a 14" nominal bore and 8" nominal 29 Lbs/ft (0.365") steel casing or other agreed upon materials that meet state and local codes. The intent is to drill a test well that could be useful for either; further development as a direct use geothermal well (supply or injection), or conversion to a heat pump system supply well. o The well must be kept in a disinfected state during and after completion of the well drilling. o The well head shall be set in a manhole trench and sealed with a standard water well sanitary well head. Manhole details and well head seal shall be submitted for approval prior to drilling. o A detailed plan and well design along with permitting requirements shall be submitted prior to the drilling of the well. o Temperature gradient testing shall be performed at intervals of every 100 feet from 0-1,000 feet down and every 50 feet thereafter to finished depth. o The test well shall be tested for a minimum of 24 hours to determine the well drawn down, verification that the well is not perched water, and the well shall be tested at every 100 feet for water temperature in a static state and a pumping state below the pump (reference temperature gradient testing). During the pumps test the well contractor shall determine the appropriate location for the water being pumped out. o Work shall include a sieve analysis, water quality testing and rock sample collection. A feasibility study for geothermal has been completed and will be provided in the RFQ when issued. The project should meet VA design standards (http://www.va.gov/facmgt/standard/) wherever applicable. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities (FBO) portal. It is the potential offeror's responsibility to monitor this website for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. Please provide your companies socioeconomic information. 2. SUBMITTAL INFORMATION: All responses must include the following information: Company name, cage code, CCR status (or register at www.ccr.gov), Dunn & Bradstreet number, company address, Point-of-Contact name, phone number, fax number, and email. The subject line of the correspondence should clearly display the Sources Sought number. Also please provide the following information in your response; a. Please provide a narrative description of the previous projects your company has performed a thermal well drilling requirement. b. Please provide a list of at least 3 contracts/projects that your company was awarded a prime contract for this same type project as a prime (or general) contractor. The respondent shall include project name, location, contract value, narrative description of the project, and POC for the owner of the project. c. Number of years in business; affiliated contractor agreement information: parent company, joint venture partners, and potential teaming partners. d. Did the contract contain ISO, NEPA requirements or similar type of controlled environment? e. What specific technical skills does your company possess which ensure capability to perform the described tasks? Key project personnel resumes and technical capability. 3. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, and 12 point font minimum that addresses the above information. Submissions (responses) shall be received by no later than April 8th at 4:30 P.M., Eastern Standard Time. 4.
