Description
Photographs of LN-2 located at the USEPA Laboratory In North Chelmsford, MA. 01846. Amendment #2 Please see the attached photographs of the LN-2 located at the USEPA Lab in North Chelmsford, MA 01863. Amendment #1 This Amendment #1 incorporates the following changes for this Combined Synopsis/Solicitation: EAF9007. 1. The response date has been extended to Friday April 3, 2009 at 4:30 pm EDT. 2. The quantity of Liquid Nitrogen (LN-2) delivered will typically be within the following Range: (600 - 900) gallons per delivery based on the required two (2) deliveries per week (Tuesday & Friday, excluding holidays). 3. Please quote separate line items for the following items as Firm Fixed Prices for the 12 month Period of Performance which is anticipated as 5/1/2009 to 4/30/2010. (a) Price for Liquid Nitrogen (LN-2) bulk in 100 SCF units of measure. (b) Delivery Charge (per delivery) (c) Fuel Surcharge Fee (if applicable per delivery). (d) HAZMAT Fee (per delivery). (e) Initial one time maintenance as stated in original posting dated March 13, 2009. (f) Preventive Maintenance (Twice Per Year) and Routine Inspection and Cleaning during normal deliveries as stated in the original posting dated March 13, 2009. 4.Award will be based on Best Value to the Government. Please include a minimum of three (3) and a maximum of five (5) references including: Name of Company (Agency); Address; Contact Person and Telephone Number, yearly dollar value of contract and years of servicing the customer. All other requirements not altered by this amendment to the Combined Synopsis/Solicitation # EAF9007 remain the same. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. No other announcement for this contract action will be issued. Solicitation Number EAF-9007 is being issued as a Request for Quotation (RFQ) using FAR Part 13 - Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-30. The requirement will be Set Aside for Small Business if two (2) or more qualified Small Businesses submit quotes. The associated North American Industry Classification System (NAICS) Code is 325120, which has a Small Business Size Standard of 1,000 employees. A firm fixed-price purchase order is anticipated to result from the award of this request for quote, (RFQ). Background: The U.S. Environmental Protection Agency Region 1 Laboratory located at North Chelmsford, MA 01863, has a requirement for Liquid Nitrogen Gas (LN2) Replenishment which includes the service and maintenance of the existing EPA-owned system. Overview of Requirement: Liquid Nitrogen gas for (2) EPA owned 1500 gallon tanks located at Environmental Protection Agency 11 Technology Drive, North Chelmsford, Massachusetts 01863. The United States Environmental Protection Agency (EPA) requires a replenishment of gas to be delivered twice a week (Tuesday and Friday, excluding holidays) from 8:00 a.m. - 4:00 p.m. If needed, there will be a twenty four/seven (24/7) emergency service and response to a product, storage or maintenance problem. All emergency contact information will be provided. If required, emergency delivery of gas will occur within a four (4) hour receipt of request. Functional Requirements: Physical Requirements: Delivery truck cannot exceed 80,000 lbs (gross weight) and be no more than 55 feet in length. Nozzle hose should be approximately 17 feet long and fit onto a connection pipe. Gas Description Appearance: Colorless, odorless, inert cryogenic liquid Specific Volume: 13.81 cu/ft/lb @70 degrees F Boiling Point: -320.44 degrees F Minimum Purity: 99.998% pure Oxygen Content: < or = 10.0 PPM CO Content: < or = 10 PPM Moisture /Water Content < or = 4.0 PPM Dew Point: -90 degrees F Service and Support Requirements: A one time maintenance inspection vacuum test and cleaning service on (2) EPA owned liquid nitrogen tanks and all related peripheral items, such as lines, valves, gauges, vacuum,"keep cold devices, etc. verifying optimum operating and working condition. The inspection shall assure that there are no leaks, that the pressure is working at a normal rate and that the vacuum maintains proper insulation and integrity. This inspection is to be scheduled in advance with the on-site EPA Facilities Manager and must be completed within 30 days after the starting date of this maintenance service agreement and at the convenience of the Manager. A preventative maintenance requirement on inspection and cleaning service on the (2) EPA owned liquid nitrogen tanks and all related peripheral items (lines, valves, gauges, vacuum, etc.) verifying optimum operating and working condition. All items must be routinely inspected and cleaned during normal gas deliveries, however at a minimum two scheduled visits must be performed during the 12 - month service period and be scheduled in advance with the EPA Facilities Manager. Document Requirements: The Contractor shall include with each delivery a copy of the certificate of analysis, material safety data sheet and delivery receipt. The product will meet compressed gas association standards. A purchase order issued in support of this requirement will include the following Federal Acquisition Regulation (FAR) Clauses as applicable in FAC 2005-30. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The offeror must complete and submit with their quote, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR Clauses will be incorporated as part of FAR Clause 52.212-5 52.204-7, Central Contractor Registration 52.219-1, Small Business Program Representation 52.222-3, Convict Labor 52.222-21, Prohibition of Segregated Facilities 52.222-26, Equal Opportunity 52.222-36, Affirmative Action for Workers with Disabilities 52.222-50, Combat Trafficking in Persons 52.225-13, Restriction on Certain Foreign Purchases 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration Interested parties should submit their quotation and product information that clearly demonstrates their capabilities to provide the services described above. Standard company brochures will not be considered a sufficient response to this Request For Quote (RFQ). The applicable NAICS Code is 325120. In the capabilities statements, contractors must provide their size status for the above referenced NAICS Code, (i.e. large, small, and whether or not they are a Certified Hubzone, 8(a), Woman-Owned, Small Disadvantaged and or a Service-Disabled Veteran-Owned Business. Responses for this RFQ should be submitted to the Primary Point of Contact by 4:30 p.m. EST on or before Friday March 30, 2009. to the Combined Synopsis/Solicitation # EAF9007 remain the same.
