- Introduction: National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes, through education, research, safety standards and enforcement activity. The Office of Vehicle Safety Research (VSR) is the primary organization within NHTSA responsible for conducting research related to the improvement of motor vehicle performance to enhance safety. VSR conducts research and development programs to develop and advance the scientific knowledge to support NHTSA’s mission. As part of this research, VSR performs vehicle safety research tests to collect data defining the responses of vehicles and human surrogates (dummies) subject to vehicle-to-vehicle, vehicle-to-barrier, and other impacts. Specific Requirements: Requirements under may include, but not limited to the following: The contractor shall provide the facilities, personnel, expertise, material, and equipment necessary to perform the proposed vehicle safety research testing. Vehicle-to-barrier and vehicle-to-pole crash tests for various test configurations (front, side, rear, etc.). These tests will be performed at speeds up to 60 mph and impact angles up to 30 degrees Vehicle-to-Vehicle and moving barrier-to-vehicle crash tests for various test configurations (front, side, rear, etc.) with closing velocities up to 100 mph. The target vehicle will be stationary during the test. Vehicle component static tests for various test setups. Such as, seat belt anchors (similar to Federal Motor Vehicle Safety Standard (FMVSS) 210 test) and seats (similar to FMVSS 207 tests)). Sled tests to simulate light duty vehicles in frontal, oblique, rear, and side crash modes. With change of velocity of the sled up to 40 mph. Conduct FMVSS No. 208 dolly rollover tests. Refurbish and perform minor modifications to production vehicles before or after impact tests. Install advanced restraint systems, handling and instrumentation of anthropomorphic dummies. Contract Award: NHTSA anticipates issuing multiple Indefinite Quantity (IQC) Time and Materials contracts. The contract will include a three (3) year base period and one (1) twenty-four month option period resulting in a total possible performance period of five (5) years. The anticipated award date for this resultant contract is expected on or about September 8, 2009.
