Description
A Market Survey is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project. This project is required to provide adequate facilities so as to enable the relocation of seven Army Reserve units and permit the closure/disposal of George B. Dolliver United States Army Reserve Center (USARC) / AMSA #135 and Stanford C. Parisian USARC, as directed by BRAC 05. This project will provide a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for seven Army Reserve units. The maintenance shop will provide work bays and maintenance administrative support. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. The project will also provide adequate parking space for all military and privately-owned vehicles. Contract duration is 540 days and estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. Size limitation is $33.5M. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractor should notify this office in writing by mail or e-mail on or before 14 April 2009 by 2:00 pm Eastern Standard Time. Responses should include: (1) Identification or verification of the company by the Small Business Administration, as either certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, or a Small Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience- Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope and dollar value. Projects considered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
