- Q79: Does the USCG have engine cart to move the T700 and CTF engines in and out of the Shaft Cell? If no would you like a quote for this equipment? A79: Yes, the CG has one. No quote needed. Q80: Per a previous answer to the regarding the water drain, A58: The water system should be a closed loop system to re-circulate water from a dynamometer back to the cooling system. The facility currently has a drain system that feeds back to the oily-water separator. Question: based on the drawings it looks like the drain system feeds back to the sump in the water tower – please verify if this is incorrect. A80: Incorrect, the answer given to A58 is correct in its wording. Q81: Is the length of the augmentor section in the test cell fixed at 4'1" or does this telescope in and out? If so, what is the shortest length when it is fully contracted? A81: The exhaust tube does not telescope out, it is fixed. Q82: The February 10, 2009 synopsis specifies FAR 42.212-5 are applicable. Paragraph (b) of that FAR requires the Contractor to comply with the clauses that the Contracting Officer has indicated as being incorporated. The FAR further stipulates “[Contracting Officer to check as appropriate.]” clauses to be incorporated. Since none of the clauses have been checked, can we assume that none of the clauses apply? A82: No, see response to Q78. The CG typically lists the clauses this way in a synopsis. If a Statement of Work had been issued the entire clause would have been included. Q83: We have been trying to obtain the AFT3 Jet Test Cell Publications as listed on page 3 of the Statement of Objectives (Sec 3.0): 2J-ATF3-10, -2-1, -2-2, -2-3, -4 and TI-8084H. Answer 18 provided on March 18th listed Honeywell Technical Operations Center, 1-800-601-3099 as the source. We have been in contact with Honeywell through numerous phone conversations and have now been told definitively that the ATF3 publications listed (above) in the SOO are not cataloged, maintained or available by Honeywell. They stated that the documents were likely prepared for the U.S. Coast Guard under contract and are maintained and distributed only by the USCG. We request your assistance in obtaining the ATF3 manuals as listed in the SOO Section 3.0 from the USCG.
