- Description
- The U.S. Department of Energy (DOE) Office of Inspector General intends to negotiate a sole source contract with CCH Inc, of Carol Stream, Ill for upgrade rights and support for TeamMate software. TeamMate software is used to conduct paperless audits and report generation for auditing departments. This software has the capability to create and organize electronic workpapers in a manner that satisfies the Generally Accepted Government Auditing Standards of the GAO. The period of performance for the TeamMate software is twelve months. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1]. The applicable authority is 10 U.S.C.2304 (d) (B), as implemented by FAR 6.302-1[a] [2] [ii] [B], which authorizes other than full and open competition when there is only one responsible sourc e and no other supplies or services that will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within 7 calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
