USAFA Roof Inventory Roofing Contractor's Interest Questionnaire Roofing Contractor's Interest Questionnaire This is a SOURCES SOUGHT Notice for market research purposes only. Do not send proposals in response to this Notice. The Infrastructure Branch, 10th Contracting Division, USAF Academy, Colorado, seeks information concerning contractors interested in performing under a roofing contract (firm, fixed-price, construction, indefinite delivery, indefinite quantity [IDIQ]) with a base of one year with four 1-year options. Work will be located at USAF Academy, Farish Recreation Area, and Bull's Eye Auxiliary Airfield, Colorado. Farish Recreation Area is near Woodland Park, CO, and is approximately 37 miles from USAFA. Bull's Eye Auxiliary Airfield is located near Ellicott, CO, and is approximately 50 miles from USAFA. The planned North American Industry Classification System (NAICS) code is 238160 (roofing contractors). The small business size standard is $14 million. The 10th Contracting Division seeks input from all interested contractors, especially SMALL BUSINESSES in the 8(a) program, HUB Zone, and Service-Disabled Veteran-Owned (SDVO), experienced in roofing operations and services. This Sources Sought Notice shall not be construed as a formal solicitation or as an obligation on the part of the 10th Contracting Division to acquire any products or services. Information provided to the 10th Contracting Division in response to this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. A formal solicitation may be executed and posted separately on Federal Business Opportunities website (www.fbo.gov) at a future date. The 10th Contracting Division is interested only in identifying interested and capable contractors for this service and receiving industry feedback to improve the acquisition process as part of the market research. The tentative solicitation issue date will be determined. If the 10th Contracting Division issues a solicitation, they may award one or more contracts to the contractor(s) meeting the responsibility factors in FAR Part 9.104-1. The 10th Contracting Division will conduct any source selection in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) Part 5315 at the USAF Academy, Colorado. Small Business (SB) Set-Aside Determination: The 10th Contracting Division reserves the right to determine if a SB set-aside is appropriate as well as one of the targeted socio-economic programs (HUB Zone small business, Small Business Administration (SBA) subcontractors referred to as "8(a)" contractors eligible under Section 8(a) of the Small Business Act (15 USC 637(a)), or SDVO small business, based on responses to this notice and other pertinent information gathered by the contracting officer. In order for the 10th Contracting Division to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of roofing services. Summary of Work (Note: The description is a summary of the required services and is not intended to be all-inclusive): The contractor shall furnish all management, labor, tools, equipment, transportation, services, incidentals and materials necessary to inspect, maintain, and repair, roofing systems at USAF Academy, Farish Recreation Area, and Bull's Eye Auxiliary Airfield, under each individual task order from conception through completion. See " USAFA Roof Inventory," Attachment 1, for more information about the Academy roofs. All work shall be performed in accordance with the statement of work and shall conform to the terms, standards, and conditions of the contract specifications, and federal, state and local standards. Specific maintenance tasks include the removal and replacement of existing roof material and insulation, roof-mounted equipment, repair and/or replace decking, wood blocking, nailers, perimeter and field flashing, gutters, downspouts, scuppers, roof drains, trim, soffit and fascia, as installed on built-up roofing (BUR), single-ply roofing, both low- and high-slope roofs, styrene butadiene styrene (SBS) modified single-ply roof system, t hermoplastic polyolefin (TPO) single-ply roofing, and metal roofing systems, as appropriate. Additional project work includes, but is not limited to, performing field surveys with construction photographs, and erecting safety nets, scaffolding, barricades, site fencing, portable toilets, and a temporary site office. The contractor shall be responsible for providing protection of all government property relating to this contract. The contractor shall perform work on the buildings/roofs listed in "USAFA Roof Inventory," Attachment 1, as required by individual task orders and the contract specifications. Interested parties will provide the following information: a. Company name, address, Cage Code, DUNS Number, NAICS codes, name of point of contact, telephone number and e-mail address; b. Small business status (service disabled veteran owned small business, HUB Zone, 8(a), minority business enterprise, etc.) if any; c. Date of business type certification and company's business size. d. Annual gross revenue; number of full-time employees by direct labor, indirect labor, and administrative/overhead positions. e. Company's primary source of business (commercial/private or Government sector); f. Responses to "Roofing Contractor's Interest Questionnaire" (Attachment 2). Please be sure to include any questions or information you would want to have in a solicitation prior to submitting a proposal (Note: The goal is to identify essential information to be included in a roofing solicitation to streamline the acquisition while improving the quality and decreasing cost. The 10th Contracting Division will NOT respond to these questions or requests for information); g. Review the "Sample USAFA Roofing IDIQ Unit Price Schedule" (Attachment 3). What line items would you add for TPO single-ply roofing? How do the line items assist you with pricing a proposal? How do the line items hinder pricing a proposal? What contractor risks do you see? What risks to the Government do you see? Provide responses not later than 4:30 pm Mountain Daylight Time on 15 April 2009. The 10th Contracting Division is under no obligation to consider information received after 4:30 pm, 15 April 2009, as part of the formal market research for this acquisition. Submit all of the above information in sufficient detail for a decision to be made on the availability of interested parties. Proprietary information should be marked "PROPRIETARY INFORMATION." An electronic (email or fax) response is the accepted method. Failure to submit all information by the submission due date and time will result in a contractor being considered "not interested" in this requirement.
