Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Sources Sought Tracking No. for this announcement is W91238-09-S-9090. The purpose of this Source Sought is to gain knowledge from all contractors (small and other than small business) who are interested and have the capability and qualifications to complete and perform the below described construction services and to validate that the solicitation should be issued as full and open competition. General Description of Work: This construction contract will be procured through Early Contractor Involvement or CM@Risk source selection process. The scope of project includes all work required to construct a Satellite Earth Terminal Station Facility at Camp Roberts, California. This project will construct a Satellite Communications Operations Center (approximately 43,000 SF), a Command/Administration Support Center (approximately 6,880 SF), a Repair and Utilities Building (approximately 5,736 SF) and a Covered Storage Shed (approximately 2,000 SF). The project will include space for electronic equipment, operations and systems maintenance support areas, technical control center, network operations center, satellite repair facility, secure conference/training areas, technical library, break area, storage, loading docks and antenna operating sites with cable trenches. The Facilities will include fire protection/detection systems, a connection to the on-site power generation system, a connection to the Energy Monitoring and Control System and installation of an Intrusion Detection System. Supporting facilities include utilities, information systems, paved parking, sidewalks, curb, gutters, storm drainage, landscaping, exterior lighting, access roads, retaining walls and site development. Each Facility will comply with force protection/antiterrorism measures to include a security fence with lighting and installation of closed circuit television. Access for individuals with disabilities will be provided. In addition, 2 small Buildings (i.e. Bldg 18029 [2,000 SF] and Bldg 18006 [3,000 SF]) will be demolished. The project plans and specifications will be developed to 100% completion and several deliverables for review will be submitted. Therefore, the ECI Contractor will need to have experience in sustainable design using the LEEDs rating system (Green Building Council), design deliverables for demolition and construction, grading, relocation/protection of utilities, utility service connections and runs, fire-protection/life safety systems, handicapped accessibility (if applicable), HVAC, all necessary conduits and cabling (including exterior COMM cabling), plumbing, mechanical systems, interior utilities, interior/exterior finishes, exterior security lighting, accesses around the structures, signage, and all necessary features (interior and exterior) to yield a safe, complete, and useable facility/complex for its intended use. General Information: The magnitude of the design and construction is estimated between $25 - $100 Million. No public bid opening procedures are applicable to this solicitation. A firm fixed price Unrestricted contract is anticipated to be awarded using Best Value evaluation criteria. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. The Commercial and Institutional Building Construction, and the small business size standard is $33.5 Million. Under FAR guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with his-or-her own employees. Proposals will be evaluated using source selection procedures that will result in award of a firm-fixed price contract to the responsible proposer whose proposal, conforming to the solicitation, is the BEST VALUE to the Government, price and technical factors considered. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) Proof of anticipated remaining bonding capacity at time of projected award in October 2009; documentation must be in the form of a statement from the contractors bonding company identifying both the per contract and aggregate bonding limits; 2) similar design-build projects with experience in working with Early Contractor Involvement (or CM@Risk) projects, managing contracts of this dollar and scope [i.e. constructing several buildings at the same time with the largest being 43,000 SF] size, coordinating submittal Independent Technical Reviews, constructing multiple new single-story masonry buildings on very hilly terrain (preferably on a facility that has strict security requirements [i.e. Military Installation or Prison]), safely coordinating work on a tight sloped site with occupied adjacent buildings, maintaining pedestrian circulation to occupied adjacent buildings during the construction work, coordinating relocation of underground utilities [i.e. gas, power, sewer, water], meeting strict project turn-over schedules, installing fire protection systems [i.e. alarm and sprinkler systems], coordinating/obtaining the fire protection design with a Fire Protection Engineer and meeting LEED sustainability requirements; Statement Under FAR 52.219-14(b)(3), Limitation on Sub-contracting: General Construction. The concern (sic prime contractor) will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Statement Under FAR 52.236-1 The contractor shall perform on the site, and with its own organization, work equivalent to at least insert appropriate percentage consistent with the complexity and magnitude of the work and customary or necessary specialty subcontracting, not less than 15 percent of the total amount of work to be performed under the contract.
