- Sources Sought for Solicitation No.: NIHCL2009027-NAICS 811219 Date of Original Post 2/6/09: Modification Notice: This modification to the change description from Provide Services for Equipment Maintenance to Provide Equipment Maintenance Insurance Program and indentify the support of Market research for The National Institutes of Health (NIH) Clinical Center: The Clinical Center is a 150 Bed Biomedical Research hospital with an Active Outpatient and Surgery Unit Component.located in Bethesda, Maryland. This Sources Sought Annoucement is in support of Market Research being conducted by the National Instititues of Health to identify and determine the capabilities of Small Businesses interested in this opportunity described below (including Veteran-Owned Small Business, Service Disabled Veteran-Owned Small Business, 8(a) business, and Women-Owned Small Business Concerns that are capable of performing the following requirements below. THIS IS NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS NOT COMMITTED TO AWARD CONTRACT(s) PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AND REQUEST FOR SOLICITATION PACKAGE WILL NOT RECEIVE A RESPONSE. STATEMENT OF WORK: Equipment Maintenance i Insurance Program (EMIP) SECTION I - SCOPE: The major goal of establishing the equipment maintenance program is to reduce the cost of annual maintenance contract costs by instituting an equipment maintenance insurance program, consolidating maintenance of similar equipment across departments, and access to a central database to track maintenance history of contracted equipment. SECTION II - REQUIRMENTS: 2.1 Service Requirements The Contractor shall demonstrate the ability to cover through an Equipment Maintenance Program (EMIP) a diverse selection of assets, including but not limited to: Office equipment Mail equipment Communications equipment Financial equipment IT equipment Security Equipment Research/laboratory equipment Medical/hospital equipment Attachment represents the listing of equipment to be specifically competed; that is the equipment in the Clinical Center Department of Anesthesia and Surgical Services. Equipment maybe added or deleted at a later date to expand the scope of the contract at the Government’s option. Service shall include funding or coordinating provision of: Maintenance and repair for covered equipment, with no deductible. Provide all program data available via Internet-based secured customer application. Provide program data updated daily and available to all designated users 24 hours a day, seven (7) days a week. Provide training and customer support for the aforementioned Internet-based customer application system upon request. The contract shall provide and cover: Corrective repair labor Preventive maintenance labor Parts Travel Freedom to utilize any vendor Total control over process for the Government maintenance management database support system Sources of alternative parts and vendors Equipment repair or replace feature The ability to provide real-time technical support as needs arise 2.2 General Requirements A.Provide to the Clinical Center in writing as an element of the proposal, the procedures involved in requesting maintenance under your EMP model. B.Provide to the Clinical Center in writing as an element of the proposal, the implementation plan for instituting the EMP. C.A statement confirming that the Government retains ownership of all data entered into any database and reporting system. D.Provide list of any accounts/references similar in scope to the size, nature and complexity of the outlined proposal. 2.3 Management Reporting Systems Contractor shall demonstrate the ability to maintain data and produce reports with the following types of information: A. Reports shall be able to be sorted by levels, such as: Department Cost Center Location B. The following data elements shall be included and sortable in the database: 1.Agency name, address, and service agreement # and effective dates 2.Maintenance history 3.Equipment tag or item number 4.Equipment manufacturer, model, serial #, and description 5.Vendor name and contact information 6.Date equipment was added to or deleted from EMP 7.Vendor contract dollar amount per item 8.Annual and prorated EMP dollar amount per item 9.Specific included and excluded coverage (including preventive maintenance) 10.Transaction details, such as: a.Invoice number, date, and amount b.Reason for service call and repair description c.Invoice status, amount paid, and check number d.Detailed explanation of denial or partial pay C. Provide a list with detailed descriptions of available reports. Include screen shots of available reports. Available reports shall be downloadable for saving in PDF or Excel format as well as viewable and printable in the browser. SECTION III - QUALITY ASSURANCE PROVISIONS: The contractor is responsible for analyzing and reimbursing the equipment service vendor for each covered equipment service event that occurs during the contract term. The contractor shall respond to the Government’s request for emergency service via e-mail or phone within two hours of request The contractor shall respond to the Governments request for general service via e-mail or phone within one (1) business day of request. The contractor shall pay the government-selected equipment service vendor for services rendered at least within thirty (30) days of receipt of an invoice from the equipment service vendor. The government shall not incur additional costs for invoices not paid on a timely basis for those not due to government neglect. The contractor will reimburse the NIH Clinical Center for any repair work performed and/or parts procured in-house by its Biomedical Engineering Department at an hourly rate which will be negotiable. The contractor shall reimburse the government for rental or loaner charges for substitute equipment of like kind as necessitated by an equipment failure covered in this agreement, if necessary. SECTION IV - CONTRACTOR REQUIREMENTS: 4.1 Qualifications of Prospective Contractors A. The Prospective Contractor shall submit with its Proposal evidence that it has had previous experience, the financial resources, and administrative resources as herein specified to perform the type, magnitude, and quality of work specified. B. The Prospective Contractor shall have at least five (5) years experience in the service being proposed. C. The Prospective Contractor shall meet the following additional qualifications: 1) The Prospective Contrctor shall submit the names of the officers and employees responsible for this contract, their function in the company, title, and number of years of service with the Contractor’s firm. 2) The Prospective Contractors shall provide, at the time of Proposal opening, a contact person who will handle the day-to-day customer requests in regard to this contract. References should demonstrate the ability of the Contractor to perform jobs similar in scope to the size, nature and complexity of the outlined Proposal. The references shall include the: • Company name, address, contact person, telephone number, fax number, e-mail address, if available, and number of years Contractor has serviced the referenced account; • Scope of Work performed within the past three (3) years for each referenced account. The customers on the list will be contacted by Clinical Center Biomedical Engineering. Clinical Center Biomedical Engineering reserves the right to review and consider other known clients of the Contractor in addition to those provided and to disqualify based on unsatisfactory reports and records of services provided. SECTION V - TERM OF CONTRACT: Any Contract resulting from this RFP will be for a term of one (1) year with four (4) option years, commencing upon the full execution of the contract. 5.1 Sources Sought for Submission of Capability Statements abd Business Size:: Contractor shall submiy their Capability Statements on or before the due date of 04/15/09 at 3:00 P.M.
