- Notice of intent to award a sole source contract to the Regents of the University of Minnesota, Soil Testing & Research Analytical Lab, 1902 Dudley Ave., Saint Paul, MN, 55108-1007. The services required for this project will support the National Park Service Inventory and Monitoring program. The sole source justification is under authority of FAR 6.302-1 (a) (2). The value of this contract is expected to be less than $30,000. NAICS: 541380Size Standard: $12 Million The National Park Service, Arctic Network (ARCN), and Southwest Alaska Network (SWAN) require the following general services: Quantity: 255 Samples Elemental analysis of the moss Hylocomium splendens and the lichens Cetraria cucullata, Cetraria islandica, Cetraria laevigata and Masonhalea richardsonii to include the following methods: 1) Drying and Grinding 2) Sulfur 3) Nitrogen 4) Nitrate 5) Aluminum, Boron, Cadmium, Calcium, Chromium, Copper, Iron, Lead, Magnesium, Manganese, Nickel, Phosphorus, Potassium, Sodium, and Zinc - Wet Digest ICP 6) Multi-element, ICP-Dry Ash Method - Ca, Mg, Na, K, P, Fe, Al, Mn, Cu, Zn, B, Cd, Cr, Ni, Pb, Mo, Co, Rb, Li, Sr, Ba, Be, V, Ti, and Si 7) Barium, Beryllium, Cobalt, Lithium, Molybdenum, Rubidium, Silicon, Strontium, Titanium, and Vanadium 8) Ash 9) Fluoride 10) Mercury 11) QA/QC, Reference Materials and Blanks 12) Receipt and Storage of Analytical Results A final report with lab results and QA/QC procedures, data and results shall be delivered in a final report to the National Park Service. Contractor shall analyze samples according to methods outlined in the publication, "Manual for Monitoring Air Quality Using Lichens on National Forests of the Pacific Northwest" January, 2004.
