- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tomodify the following four multiple award contracts in order to increase theestimated level of effort by 105,564 labor hours: N66001-05-D-5039 withGeneral Dynamics Information Technology of Fairfax, VA; N66001-05-D-5040with L-3 Services Inc. of Marlton, NJ; N66001-05-D-5041 with ScienceApplications International Corporation of San Diego, CA; and N66001-05-D-5042 with Northrop Grumman Defense Mission Systems of Reston, VA. Thecontracts were awarded in July 2005 and September 2005 against solicitationN66001-05-R-5001 with a 5 year period of performance for 420,000 laborhours. The labor hour ceiling has been divided among the awardees throughthe fair opportunity process at FAR 16.505(b). The combined effort under these contracts has exceeded expectations and isaveraging 105,564 labor hours per year. With the contracts rapidlyapproaching ceiling, a comprehensive follow-on competitive acquisition isplanned with an anticipated award in FY 2010. While the current multiple awardcontracts have sufficient time remaining, a ceiling increase is needed toprovidecontinuation of support until the follow-on competitive action is awarded. TheGovernment intends to increase the ceiling by 105,564 labor hours which will bedivided among the awardees through the fair opportunity process at FAR 16.505(b). It is expected that the ceiling increase will satisfy programrequirementsfor one year, which is the anticipated timeframe required to award the newcompetitive contracts. If the ceiling of this contract is not increased, the Government will bewithoutessential services that provide system development and life-cycle maintenanceefforts in support of the warfighter. Interruption of these services wouldresultin unacceptable delays in meeting critical development milestones andoperational capability deployment dates. This notice of intent is not a request for competitive proposals or quotes;however, all responsible sources may submit a capability statement which willbe considered by the Government. A determination by the Government not tocompete based upon responses to this notice is solely within the discretion ofthe Government. Authority for other than full and open competition is 10U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no othersupplies or services will satisfy agency requirements.
