Description
The proposed acquisition consolidates two projects, Design and Construction of F-35 Ramp and Security Upgrade and Phase 4, Main Base Runway, Phase 4. Services will consist of design and construction of a concrete aircraft parking ramp for eight aircraft to support Operational Testing of the F-35. The parking ramp will include grounding points, tie downs, standard airfield markings and asphalt shoulders. Main Base Runway, Phase 4, this phase completes the repair of the main base runway (approximately 2,000' by 150'). In addition, due to the requirement for large volume of concrete placement for the F-35 Ramp and the Main Base Runway, Phase 4, a concrete batch plant must be set up at the project site. The concrete batch plant is required to ensure continuous placement of concrete. A brief description of the concrete batch plant requirement follows: Concrete plant shall show the general features of the aggregate processing plant; aggregate transporting, storage and reclaiming facilities; coarse aggregate re-screening plant; concrete batching and mixing plant; concrete conveying and placing plant; and worker's hoists. Concrete mixing plant shall appropriately show the capacity of each major feature of the plant; rated capacity of the aggregate transporting storage and reclaiming facilities; volume of aggregate stored; capacity of cement storage; rated capacity of the concrete batching and mixing plant; rated capacity of the worker's hoists and loading trucks. The size of the mixers and bins and the structural components of the plant shall also be shown. The plant layout shall show the proposed location of the laboratory and adjacent parking lot with access roads. The estimated construction range $10,000,000 - $25,000,000.00 Estimated duration of project is 365 Calendar Days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990. Small Business Size Standard for this acquisition is $33.5 Million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 20% of the contract work with his/her own employees. The acquisition method is negotiated procurement. Both a technical proposal and a price proposal will be required. The basis for award is Best Value Tradeoff. This process permits tradeoffs among costs or price and non-cost factors and allows the Government to award to a superior offeror which is not the lowest priced offer but which is significantly more technically advantageous than the lowest offeror so as to justify payment of a higher price. In making this determination all evaluation factors of the than cost or price, when combined, are approximately equal to cost or price. Evaluation factors may consist of the following: Design/construction experience; past performance on projects similar in nature; project schedule and construction sequencing; management approach. The aforementioned evaluation factors may not be all inclusive. When applicable, the Price Evaluation Preference for HUBZone Small Business Concerns will be applied to this procurement. ALL OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: The solicitation will be available on or about 21 April 2009. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Request for Proposals will be posted on www.fbo.gov Viewing/downloading documents from fbo.go will require prior registration in Central Contractor Registration (www.ccr.gov). Please note that ALL firms who want to access the solicitation, both prospective primes and subcontractors, must be CCR-registered, have a MPIN, and either a DUNS number or CAGE code. Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,000,000.00. If the offeror is a large business, the firm will be required to submit a sub-contracting plan as part of their proposal package. The plan shall be prepared in accordance with FAR 52.219-9. Failure to submit an acceptable sub-contracting plan may make the bidder ineligible for award of the contact. To be acceptable, the plan must adequately address the six required statutory elements and provide sufficient information to enable the Contracting Officer to answer affirmatively questions A through H of appendix DD, Part 2, AFARS 19.705. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 70% with small business; 6.2% with small disadvantaged business; 7.0% with woman owned small business;.9% with service disabled veteran owned small business; 3.0% with veteran-owned small business and 9.8% with hub zone small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
