Description
1. CONTRACT INFORMATION: The US Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award multiple indefinite delivery, indefinite quantity (IDIQ) Design-Build (D-B) construction contracts for its Energy programs. The Government is performing market research in order to determine if businesses posses the capability to execute the requirements of this anticipated request for proposal (RFP). If you would be interested in such work you are requested to respond to the questions presented within this announcement in order to facilitate the Governments market research efforts. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough for a full unrestricted competition to large business and/or partial restricted competition to a small business set aside. If the determination is made that there are not enough qualified small business firms to perform this requirement; the Government may solicit the acquisition as full and open competition. The Government does not intend to rank submittals or provide any reply to interested firms. The Energy Conservation Investment Program (ECIP) is a MILCON-funded program to improve energy efficiency of Department of Defense (DOD) facilities while reducing associated utility energy and non-energy related costs. ECIP is a key component of DOD's energy management strategy. ECIP projects focus on energy and water savings, implementing renewable energy, and converting systems to cleaner energy sources. Each fiscal year (FY), there are approximately 15 projects selected ranging from $750,000 to $3.8 M in value. Each FY, funding is increased for additional projects. In FY2010, economic stimulus funds will be received for an approximate 78 projects and an approximate $180M in funds for execution. CEHNC has been tasked with implementation support to ensure projects are properly executed in a timely manner. The total capacity of the design-build effort is expected to be $258 million with two multiple award IDIQ contracts as follows: A bridge Design-Build (D-B) contract with an estimated value of $78M is anticipated to be awarded in September 2009 with a term extending through June 2010. A second D-B contract is anticipated to be awarded in June 2010 with a one (1) year base period with four (4) one year option years for a total five (5) year contract and an estimated value of $180M. 2. PROJECT INFORMATION: The Design-Build Construction effort required to support this mission includes installation of solar walls and solar hot water, day lighting, geothermal heating and cooling systems, HVAC replacement, solar thermal roof tile heating systems, installation of solar tubes and controls, lighting retrofits, photovoltaic roof system, geothermal domestic hot water, geothermal heating plants, energy efficiency improvements, installation of direct digital controls, Utility Modernization Control System, Energy Monitoring and Control System, and installation of wind turbines. The work primarily consists of the design and construction of facilities commonly found at military installations, (barracks, dining facilities, equipment maintenance facilities, labs, etc.) as well as some smaller construction projects. The company may be required to provide construction phase and other services that may include preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. These contracts will be used to acquire energy conservation studies; feasibility studies; cost estimating; preparing, reviewing and validating technical data; energy conservation surveys; conducting site investigations; design build construction; retro-commissioning; installation of energy conservation equipment, both renewable and non-renewable; providing program and project management support; and other technical and programmatic support. Additionally, special equipment may be purchased as required for technical and program support. 3.SUBMISSION REQUIREMENTS: This sources sought announcement is unrestricted to allow small and large businesses to respond. HOWEVER, IF YOUR FIRM RESPONDED TO THE SMALL BUSINESS SOURCES SOUGHT ISSUED IN MARCH 2009, DO NOT SUBMIT A RESPONSE TO THIS NOTICE. The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) 236220 (Commercial and Institutional Building Construction) either singly or as part of an assembled team. Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications via email to jennifer.l.staggs@usace.army.mil in the following format: Submission should be received by 15 April 2009 and should not exceed 10 one-sided, 8-1/2 X 11 pages. The submission should address all questions in the sources sought questionnaire and your ability to perform the work stated in the project information section of this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
