Description
This is a SOURCES SOUGHT NOTICE to identify companies capable of providing all labor, material, equipment, transportation and supervision required for Testing of Water Samples collected within the National Park Service (NPS), Central Alaska Network (CAKN) in support of its Vital Signs Monitoring program. This Sources Sought Notice is issued for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this notice. This Sources Sought Notice is an announcement seeking market information on businesses capable of providing the services as described herein. The National Park Service, Alaska Region is currently conducting market research to determine qualified, experienced, and interested potential sources capable of providing testing of water samples collected within the CAKN boundaries. The information requested by this notice will be used within the National Park Service to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the period of performance will be a base year plus four (4) option year periods. For purposes of this Sources Sought Notice, the North American Industry Classification System (NAICS) code is: 541380: Testing Laboratories and the small business size standard is $12.0 million. If your company has an interest in the requirements described below, please provide a detailed Capability Statement to Erica Cordeiro, Erica_Cordeiro@nps.gov, no later than April 30, 2009. The Capability Statement shall include general information about your company, technical information and technical background describing your companies' experiences in contracts requiring similar efforts. Interested parties shall not submit more than 10 double sided, type written pages using 12 point font. Capability Statements SHALL INCLUDE the following: 1. Company name, address, point of contact (POC), telephone number, fax number, email address, NAICS code, any GSA Schedules held, company size (small, large business), any Business Type, i.e., 8(a), Small Disadvantaged Business, HUBZone, Woman Owned, Veteran, Service Disabled Veteran, etc. 2. Demonstrate ability to perform services identified in this announcement. Substitutions to methodologies are not allowed. 3. Identify the capability of the laboratory, as seen in number 19, a-g. If a company does not submit capability of laboratory that matches the 'specified laboratory specifications' seen below, the company will not be considered a viable source. 4. Past/Current Performance Background as it relates to testing water samples: a. Contract Identification Number b. Title and Brief Summary of the Objective of the Effort. c. Contracting Agency or Company and their POC Name and Phone Number d. Value of the Contract(s) ***Water Testing Requirements shall include the following: (methodologies and required detection limits [as defined in U.S. EPA, 40CFR136, App. B)] and precisions in parentheses): 1. Total Nitrogen (APHA 4500-NO3 F; APHA 4500-P J., detection limit 0.01 mg/l +/- 0.01 mg/l) 2. Total Phosphorus (APHA 4500-P B; APHA 4500-P E; EPA 365.2. Modifications: microwave digestion 60 minutes, 50 ml analysis volume, Ascorbic acid method, detection limit 0.002 mg/l +/- 0.002 mg/l) 3. Orthophosphate (APHA 4500-P E; EPA 365.2. Ascorbic acid method, detection limit 0.001 mg/l +/- 0.001 mg/l) 4. Nitrate/nitrite-N (APHA 4500-NO3 F; EPA 353.3. Cadmium reduction method, detection limit 0.001 mg/l +/- 0.001 mg/l) 5. DOC (APHA 5310 B, detection limit 0.05 mg/l +/- 0.05 mg/l) 6. Ammonia-N (APHA 4500-NH3 G; EPA 350.1, detection limit 0.01 mg/l +/- 0.003 mg/l) 7. Silica (APHA 4500-SiO2 E; Technicon industrial method 105-71W/B, detection limit 0.20 mg/l +/- 0.05 mg/l) 8. Sodium (APHA 3111 B; flame atomic absorption spectroscopy, 0.01 mg/l +/- 0.01 mg/l) 9. Calcium (APHA 3111 B; flame atomic absorption spectroscopy, 0.06 mg/l +/- 0.06 mg/l) 10. Magnesium (APHA 3111 B; flame atomic absorption spectroscopy, 0.02 mg/l +/- 0.02 mg/l) 11. Potassium (APHA 3111 B, flame atomic absorption spectroscopy, 0.03 mg/l +/- 0.03 mg/l) 12. Sulfate (APHA 4110 B; EPA 9056A, 0.02 mg/l +/- 0.02 mg/l) 13. Chloride (APHA 4110 B; EPA 9056A, 0.01 mg/l +/- 0.01 mg/l) 14. pH (APHA 4500 H; Calomel reference electrode, glass pH electrode, temperature compensator, 0.1 pH units +/- 0.1 pH units) 15. Alkalinity (APHA 2320, titrate to pH 4.5. Modifications: Use 0.02N Na2CO3 and 0.02N H2SO4, 0.2 mg/l +/- 0.02 mg/l) 16. Specific conductance (APHA 2510; Wheatstone bridge, 0.4 microS/cm +/- 2%) 17. Provide and ship acid-washed samples bottles as needed for sample collection. 18. Color and turbidity blanks 19. Current laboratory specifications shall include: a. The laboratory shall be experienced in the analysis of low-level nutrient concentrations in water samples from oligotrophic systems. b. The laboratory shall conform to EPA surface water chemistry criteria. c. The laboratory shall have both previous and current participation in the USGS Standard Reference Water Survey Program. d. The laboratory shall provide an established detailed Quality Assurance Plan to NPS with the Capability Statement. e. The laboratory shall use prepared NIST-traceable calibration standards. f. The laboratory shall, when sample volume allows, run duplicate analyses for 10% of samples per analysis. g. The laboratory shall be located in Alaska or the Pacific Northwest to minimize transit time for shipment of frozen samples.
