- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition will be conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items.M67001-09-Q-0070 is issued as a Request for Quotation (RFQ) to provide the Government the following services and supplies: contractor shall provide dust suppression services by spraying Calcium Chloride (CaC12 @ 42%) on unpaved roads and designated areas aboard Marine Corps Base, Camp Lejeune and surrounding areas; to include annual retreatments. The contractor shall provide all supervision, labor, tools, equipment, materials, and certifications necessary to fulfill the requirement. A detailed description of the Government's Technical requirement is located at Attachment 1. RECOMMEND ON-SITE VISIT, in no event shall failure to inspect the site constitute grounds for a claim after contract award. The requirement is for a Base period and four (4) one year option periods to be exercised at the discretion of the Government. The RFQ documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 17 February 2009 a! nd DFARS Change Notice (DCN) 20090115. The proposed acquisition is a small business set-aside. The associated North American Industrial Classification System (NAICS) and the Standard Industrial Classification (SIC) codes for this requirement are 238990 and 5169. Offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR will make an Offeror ineligible for award or for any future awards. Information on registering in CCR may be obtained by calling (888)227-2423 or via the internet at http://www.ccr.gov. See Numbered Note 1. The provision at 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. The service the contractor provides shall comply with all Federal, State, and Local regulations. The line items and quantities are as follows:CLIN 0001 - Dust suppression and spraying services on aboard Marine Corps Base, Camp Lejeune, and surrounding areas in accordance with the technical requirements set forth in Attachment 1 & 2. Period of performance: 01 May 2009 or 30 days from date of the award through 30 April 2010.CLIN 1001 - Dust suppression and spraying services on aboard Marine Corps Base, Camp Lejeune, and surrounding areas in accordance with the technical requirements set forth in Attachment 1 & 2. Period of performance: 01 May 2010 through 30 April 2011.CLIN 1002 - Dust suppression and spraying services on aboard Marine Corps Base, Camp Lejeune, and surrounding areas in accordance with the technical requirements set forth in Attachment 1 & 2. Period of performance: 01 May 2011 through 30 April 2012.CLIN 1003 - Dust suppression and spraying services on aboard Marine Corps Base, Camp Lejeune, and surrounding areas in accordance with the technical requirements set forth in Attachment 1 & 2. Period of performance: 01 May 2012 through 30 April 2013CLIN 1004 - Dust suppression and spraying services on aboard Marine Corps Base, Camp Lejeune, and surrounding areas in accordance with the technical requirements set forth in Attachment 1 & 2. Period of performance: 01 May 2013 through 30 April 2014. FOB site: Destination.Evaluation: Responses to this RFQ will be evaluated and awarded based on the Lowest Price Technically Acceptable to the Government, to include, delivery; and relevant satisfactory past performance. The Government intends to award one contract as a result of this solicitation; however the Government reserves the right to award no contract at all, depending on the quality of the offers submitted and the availability of funds. Offerors are to provide up to three (3) relevant past performance references with their quote. Reference information shall include agency name, contract number, dollar amount, point of contact (include phone number), for which your firm has provided the same or similar items. The Government reserves the right to exclude an offer from further evaluation and consideration for award, if (1) the price is determined not to be fair and reasonable based on the Government's independent estimate or a market survey, or (2) it is evaluated as technically unacce! ptable and which, in the Contracting Officer's determination, cannot reasonably be made acceptable through discussion. The Government may reject any, or all, offers if such action is in the public interest, and waive informalities and minor irregularities in offers received.
