Description
1. Many calls were received concerning a debrief regarding this sources sought. Rather than take all these calls and return calls, questions will be answered below. A sources sought falls under FAR Part 10 Market Research. This was not a Request for Proposal rather a Sources Sought which is a vehicle used to access the market's capability, determine the acquisition strategy, and to determine the role of small business in attaining our goal. 2. Why did the Corps of Engineers choose Bristol Environmental Remediation Services, LLC, Anchorage, Alaska to perform for this project? There are several reasons we chose Bristol for this project as follows: St. Lawrence Island is located in the middle of the Bering Sea; the work season on St. Lawrence Island is restricted due to extreme weather conditions and a short construction season. Knowing the window of opportunity is small for St. Lawrence Island and provided work on St. Lawrence needed to occur this season, the government determined to award this acquisition in the most expeditious way allowable for project success. Based on the aforementioned, the government chose to award this acquisition to a Sole Source 8(a) in accordance with Federal Acquisition Regulation (FAR) Part 19.8. This approach was reasonable and Bristol was chosen for the following reasons: a) the logistical window for scheduling goes away as resources are extreme and limited for St. Lawrence Island b) this work must begin immediately and be completed by summer June 2010 c) due to the urgency of securing mobilization services for the 2009 summer field season, and their familiarity with St. Lawrence Island, it became abundantly clear that Bristol Environmental possesses significant logistical knowledge from past performance on St. Lawrence Island d) Bristol has adeptly demonstrated there ability to mobilize to an extreme remote site and perform under very difficult conditions with great care winning the Northeast Cape Annual Corp's Safety Award twice e) further, Bristol Environmental has pre-established agreements with the landowners f) and has found favor with the local Native population as demonstrated with their recent selection by the Native Village of Savoonga to be their consultant on a Native American Lands Environmental Mitigation Program project. After careful review and consideration it was determined that Bristol Environmental Remediation Services, LLC would be most advantageous to the Government. 3. What can we do to be more competitive with our proposals? Response: This was a sources sought notice and not a request for proposal, no cost information was requested or provided. This notice was used as a vehicle for market research to investigate innovative methods for performing the work. We appreciate the information provided which help us determine the best approach for this work and thank you for you for responding to our market research. Your firm's input is valuable to us and we cannot do what we do without industry help and knowledge which benefits all of us.
