- Title: Y - Announcement Information for Indefinite Delivery Contracts (IDC); IDC OPS-2009, OPS-2010, OPS-2011, OPS-2012 for Surveying Within the New York District Boundaries and other Corps of Engineers Locations within North Atlantic Division/MSC Boundaries. Synopsis: THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the industrys small businesses to perform survey services. All Small Business categories, (certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)) are encouraged to submit responses. Responses are restricted to U.S. firms that are established and registered in Central Contract Registration (CCR). The Government is seeking qualified, experienced sources capable of performing a full range of surveying and mapping services within the North Atlantic Division. Hydrographic surveys will constitute approximately 80% of all work orders. Topographic, aerial and cadastral surveys will constitute approximately 20%. Task orders under this contract will be assigned on a rotational basis with other contracts with similar scope of services. The work will be within the North Atlantic Division. Subsistence or per diem will be paid for work beyond a fifty-mile radius of the New York District Office. No subsistence or per diem will be paid for work within a fifty-mile radius of the New York District Office. The work is likely to include but not limited to the following: "Demonstrate the ability to provide a full range of surveying and mapping services within the North Atlantic Division. "Demonstrate ability to establish horizontal and vertical control of Second Order Class II as required. "The firm must demonstrate they have sufficient staff and equipment to be able to perform at least two (2) task orders simultaneously. "Demonstrate the ability to use the New York District current minimum CADD standards: Bentley Microstation/j for 32-bit x 86 Windows (95 & NT 4.0) version 07.00.00.37 and Intergraph InRoads version 07.01.01.00. "Demonstrate the ability to use the New York District Coastal Oceanographics Hypack 6.2 for field data collection. "Demonstrate the ability to use CADD and their conformity with Architecture/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standard, Release 2 (or latest version). "Demonstrate the ability to collect survey data electronically and capability of providing acceptable data formats. "The reference grid system will be State Plane Coordinates Systems in both NAD 27 and NAD 83. Hydrographic surveys must conform to Class 1 criteria as defined in EM1110-2-1003 (Hydrographic Surveying). "The A-Es proposal must list both field and office equipment. "Qualified personnel in the following key disciplines: i.Principal ii.Project Manager iii.Project Engineer iv.Party Chief v.Survey Technician III vi.Survey Technician IV vii.Survey Technician V viii.Computer Operator ix.Fathometer Operator x.CADD Operator/Computer Processor xi.Drafter xii.Boat Operator xiii.Larc Operator xiv.Administrative Assistant xv.Office Clerical xvi.Instrument Operator xvii.Multi Beam Operator xviii.Rodperson "The evaluations will consider education, training, registration, voluntary certificates, overall and relevant experience, and longevity with the firm. "The firm selected must have one or more senior staff persons licensed to practice Land Surveying in the states of New York and New Jersey. The states of New York and New Jersey have rigorous licensing requirements. For this reason, if required, other states within NAD may provide reciprocity. For the amount of anticipated work outside of New Jersey and New York it is not necessary to require licensing in each state. "Capacity to perform approximately $1,000,000 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines. "Knowledge of the locality in the general geographical area of the NY District boundaries provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Note: Firms are encouraged to submit from any geographical area. The associated North American Industry Classification System (NAICS) codes for this work are 541330 Engineering Services and 541350 Inspection Services All interested, capable, qualified and responsive members of industry are encouraged to reply to this announcement. The Government is requesting that interested firms furnish the following information: 1.Company name, address, point of contact, telephone number, and e-mail address. 2.Small Business size status (specifically small business, certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)), as defined by the Small Business Administration size standard. 3.Firms staffing numbers for Architects and Engineers by discipline. Architects and Engineers possessing state registration should be identified. 4.Firms staffing numbers for certified inspectors. Certification and level should be identified. 5.Past experience supplying surveying services within the New York District Boundaries and other locations within the North Atlantic Division/MSC boundaries. 6.Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last five (5) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, locations/sites, contract number, total contract value, and period of performance. Contracts must be for work similar to what is described in this announcement. Formal teaming arrangements are acceptable. Responses must be received no later than 2:00 PM ET on 7 April 2009 to receive consideration. Submissions should be no more than five (5) pages, not including cover letter, 10 point font minimum, single-spaced.
