Description
Title: Y - Announcement Information for One (1) Indefinite Delivery Contract (IDC); IDC OPS-2013 for Surveying within the New York District Boundaries and other Corps of Engineers Locations within North Atlantic Division/MSC Boundaries. Synopsis: THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the industrys small businesses to perform construction phase support services including construction management services. All Small Business categories, (certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)) are encouraged to submit responses. Responses are restricted to U.S. firms that are established and registered in Central Contract Registration (CCR). The Government is seeking qualified, experienced sources that can provide a full range of surveying and mapping services within the North Atlantic Division. General and Photogrammetric surveys will constitute approximately 80% of all work orders. Topographic, cadastral and hydrographic surveys will constitute approximately 20%. Task orders under this contract will be assigned on a rotational basis with other contracts with similar scope of services. Subsistence or per diem will be paid for work beyond a fifty (50) mile radius of the New York District Office. No subsistence or per diem will be paid for work within a fifty (50) mile radius of the New York District Office. The work is likely to include but are not limited to the following: "Demonstrated experience and technical competence in General Surveying, Photogram metric Surveying, related Ground Control Surveying including Global Positioning System (GPS) capability, high resolution Ground Based Laser Imaging, Aerial Photography, and LIDAR Mapping to determine physical and environmental characterization of the coastline and interior areas of the North Atlantic Division. "Demonstrate the ability to perform the following services. Airborne hydrographic LIDAR, airborne topographic LIDAR, GPS, and multi-spectral data. Delivery of files must be made on DVD, CD-ROM, portable storage devices (fire wire hard drives) or an FTP site. This work will include the production of digital elevation models (e.g. triangulated irregular networks (TIN), aerial photography, laser imaging, digital data base development, and digital ortho-photography. "Demonstrate the ability to deliver all digital information, which is compatible with the latest version of ARC/GIS geographic information system (GIS), and the latest version of Bentley Micro-Station. "Demonstrate the ability to provide all data in Federal Geographic Data Committee (FGDC) metadata file(s). Metadata generation software can be downloaded via http://corpsgeol.usace.army.mil. "Demonstrate the Project Manager(s) ability to perform the following services which include but are not limited to: General Surveying, Photogram metric Surveying, Related Ground Control, Global Positioning System (GPS), services may also include, Hydrographic LIDAR, Topographic LIDAR, Multi-spectral Specialist. The A-E firm can provide as many Project Managers as needed to perform these services. "Demonstrate the ability to perform land surveying using Global Positioning System (GPS) with capability for Differential Global Positioning System (DGPS) and Real Time Kinematics (RTK) surveys. "Demonstrate the ability to electronic total stationing with electronic data collection capability to use standard electronic data exchange formats for digital files for computer-aided design and drafting (CADD) map creation. "Demonstrate the ability to achieve 2nd order Class 1 Survey Accuracy Standards and the ability to create Digital Ortho-Imagery maps meeting National Map Standards Accuracys (NMSA). "Demonstrate technical competence in related software, which can include but is not limited to, Arc Info and Arc View GIS, Bentleys GeoGraphics and MicroStation, Autodesk, AutoMap and AutoCAD. "Demonstrate the ability to use CADD and their conformity with Architecture/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standard, Release 2 (or latest version). The evaluations will consider education, training, registration, voluntary certificates, overall and relevant experience, and longevity with the firm. "The firm selected must have one or more senior staff persons licensed to practice Land Surveying in the states of New York and New Jersey. The states of New York and New Jersey have rigorous licensing requirements. For this reason, if required, other states within NAD may provide reciprocity. For the amount of anticipated work outside of New Jersey and New York it is not necessary to require licensing in each state. "Qualified personnel in the following key disciplines: 1.Principal 2.Project Manager 3.Computer Operator/Processor 4.Photogrammetrist 5.Stereo Plotter Operator 6.GIS Specialist 7.Office Clerical Past performance on contracts with government agencies and private industry with respect to quality of work, cost control, and compliance with performance schedules, as determined by ACASS and other sources. "Capacity to perform approximately $1,000,000 in work of the required type in a one-year period. The evaluation will consider the following: Availability of an adequate number of personnel in key disciplines; demonstrated adequate capacity to furnish equipment and personnel to accomplish multiple task orders (2 or 3 task orders) within the time and cost required; and demonstrated adequate capacity to furnish equipment and personnel to maintain year round operations for services required. "Knowledge of the locality in the general geographical area of the NY District boundaries provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Note: Firms are encouraged to submit from any geographical area. The associated North American Industry Classification System (NAICS) codes for this work are 541330 Engineering Services and 541350 Inspection Services All interested, capable, qualified and responsive members of industry are encouraged to reply to this announcement.The Government is requesting that interested firms furnish the following information: 1.Company name, address, point of contact, telephone number, and e-mail address. 2.Small Business size status (specifically small business, certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)), as defined by the Small Business Administration size standard. 3.Firms staffing numbers for Architects and Engineers by discipline. Architects and Engineers possessing state registration should be identified. 4.Firms staffing numbers for certified inspectors. Certification and level should be identified. 5.Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last five (5) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, locations/sites, contract number, total contract value, and period of performance. Contracts must be for work similar to what is described in this announcement. Formal teaming arrangements are acceptable. Responses must be received no later than 2:00 PM ET on 7 April 2009 to receive consideration. Submissions should be no more than five (5) pages, not including cover letter, 10 point font minimum, single-spaced.
