Description
This acquisition is a 100% Small Business Set Aside. Engineering services to identify a single hydraulic pump suitable to replace fielded pumps in legacy hydraulic test stands which have become unsupportable. The minimum work requirements for services expected of the contractor to complete an engineering project to identify replacement pump kits which utilize single part number pump for four different NSN mules which are: 4920-01-126-2039, 4920-01-279-4762, 4920-01-143-1203 and 4920-01-044-5926. The pumps contained in the respective mules are: 4320-01-109-2361, NSN 4320-01-198-4818 and 4920-01-248-3394 and respective boost pumps. The project shall be broken into five phases as described below. Phase 1: Analysis/Feasibility Study In this phase the identification of a replacement pump shall be determined by the results of an Engineering Analysis/Feasibility study. The engineering study shall include analyzing current pump interfaces, hardware, and footprint; researching current pump market for replacement pump capable of integration with minimum hardware changes, while meeting current and future flows and pressure requirements; analyzing existing power plant capability to support new pumps (Braking Horsepower (BHP) ratings and Revolutions Per Minute (RPM)); analyzing feasibility of single pump replacement in conjunction with complete pump replacement. Phase 2: Develop & Design Prototype Contractor shall develop and design a prototype kit for each mule configuration listed above. The development and design shall be accomplished by computer generated rendered digital models. These models shall detail all major components contained in the test stand. Phase 3: Prototype Fabrication/Integration The government shall provide one each mule listed above. Contractor shall provide or fabricate all components and needed to completely integrate the pump kits into each mule listed above. Phase 4: Tech Data (to include engineering drawings suitable for re-procurement as well as needed Technical Orders (T.O.s) instructions and detailed Item Parts Breakdown (IPB) data. The contractor shall produce and deliver re-procurement data as well as change pages to the Technical Orders in accordance with DD Form 1423 which cover removal of existing pumps and necessary hardware, hoses, and controls, and shall cover installation procedures for the new pump kit to include new hardware, hoses, and controls as well as any other required modification to the test stand to facilitate installation of the pump kit. Phase 5: Testing The contractor shall develop a functional test plan, to be approved by the government, which is in accordance with each of the respective T.O.s for each test stand. Each unit shall be tested using the approved test plan. Each unit must pass all bench marks and meet all flows and pressures based on test plan. Each of the four Hydraulic Test Stands (HTSs) must be tested with the new configuration and returned in modified serviceable condition. For any reason a modification does not comply to existing performance parameters, each HTS will be reassembled to serviceable condition before returning to Government destination. Contract type will be Firm Fixed Price. Period of performance for all phases is estimated to be 12 months. Electronic procedures will be used for this solicitation. The only US contractors who may participate are those that certified and registered with DLSC (1-800 352-3572) and have a legitimate business purpose. Nothing in this notice contradicts other restrictions, indentified in the synopsis notice or solicitation, regarding eligible sources (eg., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors).
