- The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) has a long history of translating scientific and technical developments into clinical practice. The Translational Medicine Branch of NHLBI consists of scientists and physicians with expertise in pulmonary and cardiovascular diseases together with a world class group of physical scientists specializing in the application of real time Magnetic Resonance Imaging (MRI) approaches to clinical sciences. Despite the fact that the NIH’s reputation is well known, it does not have a robust clinical MRI diagnosis and treatment program in children’s cardiovascular/lung diseases. As a result, the NHLBI is seeking to enter into a contract with a local institution with extensive experience in the clinical diagnosis, treatment and management of children’s cardiovascular and lung diseases. The primary goal is to develop a program to conduct investigational studies on the use of MRI in the diagnosis and treatment of diseases in children. All patients referred through the NHLBI for MRI study purposes would be followed/managed clinically by the contractor. The successful contractor will provide the day to day clinical management and care of all the patients. This would have to be accomplished through a successful pre-existing infrastructure including 24/7 physicians and nurse coordinators availability in support of the MRI patient populations. Patients referred to the contractor will be seen and evaluated at the contractor’s facilities. They will be given the option of enrollment in one or more of the collaborative NHLBI/contractor clinical trials. Although it is envisioned that most clinical activity will occur at the contractor’s facility, some patients may be referred to the NIH Clinical Center for specialized studies. The contractor’s existing MRI facility will be critical to the needs of this program. The contractor must have a strong pediatric medicine program and be located in the local area as to allow patient treatment both at the NIH and the contractor’s facilities. In addition, NHLBI staff will be working with the contractor at their site frequently, even daily, as part of this program. It is anticipated that one award will be made with a one year period of performance and four one-year option periods. This is not a request for proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. It is anticipated that an RFP detailing specifics of the project as well as information pertinent to the development of an offeror’s proposal will be available on or about April 15, 2009.
