Description
This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes only. The Government is soliciting information to determine the availability of SMALL businesses capable of performing the services stated below. The requirement is for services providing Emergency Management support and dispatch function in support of the 24/7 operation of the Navy Regional Southeast Regional Dispatch Center (RDC), responsible for monitoring security, fire, and medical events and responses; receipt and dissemination of incoming information, and daily operation of the center. The requirement also requires providing Emergency Response Dispatchers support to various stations within the area of responsibility of Commander, Naval Region Southeast. These stations include: Naval Air Station (NAS) Jacksonville, FL; NAS Pensacola, FL; NAS Key West, FL; NAS Whiting Field Milton, FL; NAS Kingsville, TX; NAS Ingleside, TX; NAS Gulfport, MS; NAS Meridian, MS; NAS Atlanta, GA, and NAS New Orleans, LA. Functional Support duties include, but are not limited to: 1. DEPUTY EM SUPPORT: Assist in supporting the Regional Emergency Management (EM) program and the Local Planning Agent (LPA) responsibilities, to include providing advice, coordination, training and logistical support for emergency planning, preparedness, mitigation, response and recovery operations, including crisis management and transition through the final stages of consequence management; assist in coordinating the development of the installation and Region level EM plans, processes and procedures, ensuring compliance with higher authority directives. 2. NATIONAL DISPATCH CENTER/CROSS FUNCTIONAL TEAM PROGRAM ANALYST SUPPORT: Provide administrative and analyst support to the Regional Emergency Manager, acting as the National Dispatch Center (NDC) Cross Functional Team (CFT) action officer, providing administrative support in the development and execution of plans of action, CONOPS development, (administrative and editorial support), assist in the administrative/data analyst efforts to support the planning and execution for program management efforts in support of the NDC/CFT. 3. OPERATIONS MANAGEMENT COORDINATION: Capability to provide all duties of an emergency dispatcher; in addition- plan, control, manage, and be responsible for the successful completion of the project, and be qualified to be the contractor's on-site representative and point of contact for the Government. Provide overall management for contractor employees, including, planning and managing the project professionally, ensuring that the work is scheduled properly to obtain maximum use of resources and ensuring that accurate and timely reports are provided. Develop public safety/dispatch standard operating procedures (SOP). 4. TRAINING OFFICER SUPPORT: Capability to provide all duties of an emergency dispatcher (Task 7); in addition; manage all aspects of the training of the RDC workforce. Support the RDC by identifying training and development needs; conducting training appraisals; devising lesson plans; producing training materials for in-house courses; managing the delivery of training and monitoring and reviewing the progress of trainees ensuring training requirements are met; mending and revising programs as necessary. 5. TRAINING ASSISTANT SUPPORT: Capability to provide all duties of an emergency dispatcher; assist the Training Officer in the curriculum development and training of the RDC and station dispatch workforce. Assist developing training, conducting training sessions, assist in developing lesson plans, reproduce and distribute training materials for in-house courses, deliver training and monitoring and reviewing the progress of trainees ensuring training requirements are met. 6. LEAD PUBLIC SAFETY/DISPATCH SUPPORT: Capability to provide all duties of a Public Safety/ emergency dispatcher; responsible for coordinating the work of contractor dispatchers; assigning, and reviewing work assignments, establishing priorities, and overseeing the completion of the work on an assigned shift. Reviews work of others for accuracy and ensures work meets quality standards. Provide daily turnover at end of each shift which documents all significant events and actions to ensure Lead for following shift is up-to-date for current events. 7. PUBLIC/SAFETY EMERGENCY DISPATCHER: Provides public safety/emergency 911-call receiving and dispatching services. During periods of multiple emergencies, uses independent judgment to determine which calls need immediate attention, or when different equipment is required due to emergencies in progress (call stacking). Perform crisis intervention with distraught callers during high risk situations until emergency units arrive on scene, in accordance with locally established guidelines. Monitors IDS/CCTV systems and provides information to the appropriate senior response official. Operate various multi-channel radio frequencies and talk group systems, including security, medical and mutual aid frequencies, and provides information to the appropriate senior response official. Perform Emergency Medical Dispatch (EMD) services to callers with medical emergencies. 8. ADMINISTRATIVE DISPATCH SUPPORT: Support duties including maintaining current files or daily correspondence between the Department and various organizations, typing various types of correspondences. Prepare templates for reports and correspondence. Selects appropriate methods from a wide variety of procedures or makes adaptations and interpretations of a number of substantive guides and manuals. Assist Training Officer in developing and producing training materials. Note: Uninterrupted service 24 hours a day, 7 days a week and SECRET clearances will be required. No final commitment has been made to procure the stated service requirement. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 561621 with a size standard of $12.5M. Interested parties may submit a Statement of Capability for satisfying this requirement to the contact person below. This announcement is not a request for competitive proposals. Statement of Capabilities should include detailed technical/experience information and/or other informational literature demonstrating the ability to perform the above requirements, and business size in relation to NAICS 561621 via email to Melissa.r.clark@navy.mil. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored.
