- This is a complete copy of the narrative with full formatting. The Federal Law Enforcement Training Center (FLETC), Charleston, South Carolina an Agency of the U.S. Department of Homeland Security is seeking qualified Design/Build firms to provide design and construction services for a new 400 room dormitory at the Federal Law Enforcement Training Center, Charleston, South Carolina. This will be an unrestricted procurement using the Design Build Two Phase Process outlined in the Federal Acquisition Regulation Subpart 36.3. The work requires design and construction services to build a 400 room dormitory at the FLETC located in Charleston, SC. The construction of this project will result in a dormitory of approximately 125,000 square feet for an optimal 400 dorm room capacity. The facility is sited on an unencumbered block of land 716 Linear Feet (LF) by 315 LF and it is expected the building footprint will be limited to approximately 50 percent of the available block size. Students residing in the dormitory are required to adhere to a common rigid schedule resulting in usage of common utilities during compressed periods of time. The dormitory will be interior access, multistory, pile supported, rigid frame of masonry, precast, or like construction. Rooms will be for single occupancy/private bathroom with a minimum of approximately 200 square feet (SF) per room. Secondary spaces for student laundry, study rooms and vending will be provided as well as a lobby area on the first floor for registration purposes. Appropriate room furnishings, equipment and fiber/copper/cable TV cabling shall be provided for all spaces. Personnel elevators and space for electrical, mechanical, IT and janitorial equipment are required. American Disability Act (ADA) requirements shall apply to first floor only. Site improvements such as exterior lighting, sidewalks, and landscaping are included. Existing parking space is available for staff and students and no additional parking spaces are required. The building will have the goal of reducing energy cost by 30% compared to the baseline building performance rating per ASHRAE Standard 90.1 Energy Standard for Buildings. The building should be designed toward achieving a LEED Silver rating. The dormitory shall be designed and constructed within the resulting contract amount based on the Request for Proposal (RFP) and be fully usable upon acceptance by the Government. A quality control person, superintendent, and project manager shall each be on site at all times during construction. The Contractor’s safety program shall be administrated by a certified safety specialist. The quality control person shall be independent of other on-site personnel. Quality control, safety, and environmental plans shall be prepared for and approved by the Government prior to the start of construction. Permits shall be the responsibility of the design builder. Period of performance is 550 calendar days. All contractors submitting capability statements need to state they have the bonding capacity to meet this requirement. The work includes national and local code review and applicable design, civil and utility design and construction design, foundation design and construction of the dormitory as required by the Scope of Work and or Request for Proposal. The work will not include demolition and/or removal of existing buildings or utilities. The work shall meet the design intent of the Scope of Work and the requirements of the Government owned conceptual design. The North American Industry Classification System Code (NAISC) is 236220 and the Small Business Standard is $33.5 million. The estimated order of magnitude for the contract is $32 - $38 million. Notice to Proposers a. The Government intends to award a single (one (1)) contract as a result of this solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. This will be a two phase evaluation. Phase One will result in the development of a short list of approximately five (5) firms who will proceed to Phase Two. Phase One evaluation will be made solely on the written responses provided to the Government. Phase Two evaluations will be based on technical and price proposal submissions and result in selection of a single firm. Phase Two award will be based on technical scores and pricing with technical and pricing weighing approximately equally. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. b. An offeror’s proposed Phase Two team, including the firms and key personnel proposed in response to Phase One Solicitation, and as supplemented for purposes of the Phase Two Solicitation, must continue to remain fixed for the duration of the Contract except as noted herein. An offeror may add consultants, subcontractors and/or key personnel to supplement design and/or construction resources as necessary to address proposal deficiencies. If extraordinary circumstances require a proposed change either during the solicitation or after contract award, the request with rationale must be submitted in writing to the CO, whom, at his or her sole discretion, provides written authorization of the change. Requests for a substitution must either be submitted prior to the submission of the Final Proposal Revision or must be clearly indicated in the Offeror’s Proposal Cover Letter. The offeror shall provide the complete qualifications and experience of the firm or individual proposed to be substituted. Changing personnel may affect an Offeror’s overall rating. Unauthorized changes can result in the elimination of the Offeror from the Phase Two competition. c. Proposal Preparation, Phase One and Phase Two. Provide technical proposals complying with all instructions provided herein. The technical proposal shall be completely severable from the price proposal and shall not contain any cost/pricing information. The technical proposal is to be complete, well-organized, clear, legible, and without extraneous information. Do not exceed a total of fifty (50), 8-1/2” x 11”, typewritten pages. The following documents will not count against the total number of pages; performance appraisals, diplomas and certificates, and any formatted forms specified herein. Printing will be on one side of the paper only, black text using a font no smaller than 11 point and single line spacing. Anything beyond the 50th page will be redacted and not evaluated. PHASE ONE. All interested parties are invited to submit a capabilities statement addressing the Phase One Evaluation Factors to include three projects completed within the last five years that are relevant to the work that will be required under this project.. Provide a point of contact for each project listed. Your capabilities statement shall be submitted to Mr. Robert Rivers, Contract Specialist, Federal Law Enforcement Training Center, 2000 Bainbridge Avenue, Charleston, SC 29405 or via e-mail at Robert.R.Rivers@dhs.gov. Responses are due May 1, 2009 by 2:00 p.m. EDT. Electronic copies of capability statements are acceptable. No telephone calls will be accepted. Phase One - Evaluation Factors Factor 1 PAST PERFOMANCE - 50% importance 1. Construction Contractor: Provide examples of projects, preferably design build projects, (minimum of three) which have been completed within the past five years that are similar to this project in scope and complexity. 2. Design Firm: Provide examples of projects, preferably design build projects, (minimum of three) which have been completed within the past five years that are similar to this project in scope and complexity. 3. Required Information: for each cited example provide the following AND fill out attachment for each reference. See attached questionnaire 2.1 for Phase One and Phase Two * Project Name, Location and type of facility. * Nature of firm’s responsibility (design, construction, prime, subcontractor, etc) * Type of contract (design, design/build, construction). * Project owner’s name and address. Owner POC for reference, telephone number, fax and email address. POC should had sufficient level of project responsibility to have knowledge of firm’s performance. * Project Milestone dates (start, contract completion and actual completion). * Project Size and Cost (Initial and final cost for design and construction). * Project Scope including description of major building elements including size and complexity. * Problems encountered and corrective actions taken. * Relevance of project experience to solicitation project. * Final performance rating (provide explanation for unsatisfactory rating). * Additional project information (at offeror’s discretion). * The Government shall consider information obtained from any other sources when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information. Factor 2 ORGANIZATION - 30% importance Fully identify and describe the proposed organization to manage and execute the design and construction, both in narrative form and organizational chart. Each offeror shall propose a specific team, including specific design firms which will be competitively evaluated and rated. 1. Narrative. * Identity: If there is a joint venture association of firms, identify the individual firms, and describe the nature of the association. Clearly identify contractual responsibilities of each firm and the work to be performed by each. Provide copy of the proposed joint venture agreement. If you are a construction contractor and elect to award a subcontract to an Architect-Engineer or multiple design firms, clearly identify all firms and contractual responsibilities between all firms. * Home Office Support: The organization must provide for a sole source of responsibility for both design and construction. Describe the home office organization, responsibilities and lines of authority established for the team. Describe your capability and commitment to support the design and on-site management team. * Construction Organization: Describe your resources available to support this project concurrently with other on-going work or projected new work. State why your construction firm is especially qualified to undertake this project. * Design Organization: Describe the organization, responsibilities and lines of authority established to complete the design. Describe the resources available to support and accomplish this design concurrently with on-going work or projected new work. Describe the responsibility of the designer(s) during the construction phase. State why your design firm is especially qualified to undertake this project. * On-Site Design/Construction Management Team: Describe the on-site design/construction management team organization. Describe your plan for managing subcontract acquisition, execution and administration. If any of these subcontract functions will be handled by other than the job-site office, include that portion of the plan under the Home Office Support. * Quality Control: Describe quality control in and between all identified firms. Clearly identify the position responsible for quality control in each firm in terms of organizational hierarchy and specific physical location (field office, home office, designer’s office, etc.). * E-Verify: Describe offerors current, or recently initiated, enrollment and current, or planned, participation in the E-Verify program, or any other successor program managed by DHS. Organization Chart. Provide a project organization chart depicting the proposed organization which will manage and execute the design and construction. Arrange the chart by organizational levels and location, depicting authority lines. Clearly delineate on-site from off-site personnel. Factor 3 TECHNICAL APPROACH - 20% importance: Provide a narrative, describing your design approach for the project. The narrative should describe how you plan to approach the design effort and detailing of the building, site and associated utilities. Through the narrative discussion addressing the technical approach, indicate reason(s) why the Offeror believes it is especially qualified to undertake the project. Offeror is encouraged to provide examples to support their qualifications or to demonstrate capabilities of the proposed project team for this project. This item shall not exceed three pages. Brochures, photos, etc. should not accompany the narrative. The following information is provided in accordance with Federal Acquisition Regulation 36.303-1(a)(3). DO NOT SUBMIT A RESPONSE TO PHASE TWO EVALUATION FACTORS AT THIS TIME. Only firms selected during the Phase One evaluation process will be requested to submit a response to Phase Two. Phase TWO - Evaluation Factors and Price Factor 1 CONCEPTUAL DRAWINGS AND PROPOSAL COMPLIANCE REVIEW - 50% importance Submit conceptual building design sketches or drawings including floor plans, elevations and perspective views which adequately illustrate the proposed construction. Provide space utilization matrix identifying rooms and number of each based on proposed conceptual design. Perspective sketches or drawings shall be presented in color. Provide conceptual site plan sketches or drawings which graphically show/describe the building and site development to include building orientation, walkways, and landscaping. Sketches or drawings shall be to scale, dimensioned and including proposed materials of major building elements, methods, quality in sufficient detail evidence conformance to the RFP. Factor 2 KEY PERSONNEL AND QUALIFICATIONS - 30% importance Submit data showing names, qualification and experience of the following key personnel. Indicate whether each individual had a significant part in any of the project examples cited in Phase One proposal under the “Past Performance” factor. 1. Design Personnel: Include state registration numbers for all engineers, architects and project managers. The individuals listed below shall produce the designs. • Design Project Manager • Designer of Record for the following disciplines: Architectural Electrical, Electronics, Telecommunications, etc. Mechanical Fire Protection Structural Civil 2. Construction Personnel: Include, as a minimum, the key personnel listed below • Project Manager-person responsible for all design and construction operations • On-site Manager/Superintendent • Project Scheduler • Quality Control Manager Factor 3 PRELIMINARY PROJECT SCHEDULE-10% importance 1. Provide a narrative, describing your scheduling capability and planning organization. Address how you maintain, update and use your schedule. Describe the equipment and software you use. 2. Submit a preliminary schedule for design and construction. This preliminary schedule will, after contract award, be replaced with a final schedule as required in the RFP technical sections. Schedule shall include a critical path thru design and construction phases after Notice to Proceed thru final acceptance and shall be graphically represented. Include durations in calendar days for all major milestones/activities. Give special attention to the following features: • Design phase shall include events associated with design reviews, submittals and handling of review comments. • Construction phase shall include critical milestones for building construction, sitework and utilities. • Include activities for building commissioning, O&M document submissions and operator training for systems as required by specifications. • Clearly identify anticipated constraints on the schedule such as labor or material availability, weather, long lead items, etc. Describe capability and flexibility to plan and adjust the schedule to meet the contract duration. NOTE: A contract awarded from this proposal which shows a shorter duration will become the new contract duration period. Factor 4 QUALITY CONTROL PLANS - 10% importance The successful offeror must implement a quality control program which will ensure high quality design and construction. Provide separate preliminary plans for quality control of design and construction. As a minimum, include the following items in the preliminary plan: • Describe your procedures and responsibilities for review of design documents, review of shop drawings that are extensions of designs and material submittals. Address the designer of record’s role in this process. Describe your procedures for resolution/coordination of review comments from both your in-house personnel and from Government reviewers. • Describe your procedures for coordinating the design development between the designer and prime contractor. • Describe your procedures for coordination of subcontractor quality control and prime contractor quality control. • Describe your procedures for maintaining up-to-date drawings and specifications on the job site and for preparation and submittal of as-built construction drawings and shop drawings. PRICE PROPOSAL The price proposal shall include the total price of the design build, including material, labor, equipment, overhead, profit, general conditions, and other costs. The Contracting Officer will use cost and price analysis and, as necessary, other cost evaluation techniques outlined in FAR Part 15.305 to evaluate the price proposal, not only to determine whether it is reasonable, but to determine the Offeror’s understanding of the work and ability to perform the contract. Price proposals will be evaluated by the assigned price evaluator independent of technical evaluation. Unsupported or unreasonable price proposals may result in discussions with Offeror, or rejection the proposal in its entirety.
