- Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, the U.S. Army, RDECOM, CL Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army Soldier System Center, Natick, MA intends to negotiate a contract with Rapiscan Systems, 2805 Columbia St., Torrance, CA 90503. The Product Manager, Force Protection Systems (PM-FPS) has a requirement for radiation safety support services for seven (7) Gamma Radiographic Detection Systems (GaRDS)Gantry Systems previously procured for Army installations in Iraq and Qatar. This task provides for radiation safety support required to assist the governments Command Radiation Safety Officers (CRSO) in insuring that the Rapiscan Systems GaRDS Gantry systems are operated and maintained in a manner which assures safety of personnel and compliance with regulatory requirements. Performance of this task will require personnel technically and legally qualified to conduct functions such as leak testing on the GaRDS Gantry Co60 gamma source and with current qualification (within previous year) in Radiation Safety Training and GaRDS Gantry Operator Training by Rapiscan Systems or a Rapiscan Systems approved trainer. Rapiscan Systems, the manufacturer of the GaRDS Gantry, Torrance, CA, is the only responsible source because of the proprietary nature of the technical data needed to appropriately service the GaRDS system design, imaging software, and all maintenance must be performed in compliance with Registry of Radioactive Sealed Sources and Devices Safety Evaluation of Device for the GaRDS Co60 system in compliance with the Registry of Radioactive Sealed Sources and Devices Safety Evaluation of Device CA1218D102S issued by the State of California as a licensing authority by the Nuclear Regulatory Commission (NRC). Rapiscan is the original manufacturer and is the only source to have the required knowledge and experience to successfully complete this requirement. A determination by the Government not to compete this effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
