Description
The Navy Clothing and Textile Research Facility (NCTRF) in Natick, MA is conducting a market survey seeking information from industry and academia to identify novel materials and/or offer unique design concepts applicable to the production of a modular and tailorable ballistic vest which provides increased mobility. The vest will provide protection from fragmentation, blast overpressure, tertiary impact, heat, and flame generated by UXOs (grenades, projectiles, submunitions). The system must allow maximum flexibility and range of motion to permit efficient accomplishment of the mission. It must permit the warfighter to maneuver through closely spaced areas and to quickly and safely position specialized render-safe tools, diagnostic tools and explosive counter-charges during their mission. The vest should be lightweight and easily donned and doffed. Ballistic protection shall be provided across all major vital organs with no gaps in protection to allow maximum pro! tection and flexibility. Following a down selection process of proposed concepts, most promising designs will be demonstrated through the development of conceptual prototypes for sponsor consideration. Any novel technologies or concepts will be considered. Please provide a white paper (10-page limit) describing your vision or concept and include how this advancement will improve the protection or mobility of the Warfighter. An assessment of the benefits and limitations of the proposed approach shall be included. If available, include test data and the associated recognized test method to support the concept, along with any supporting documentation, and conceptual drawings. At a minimum, respondents shall explain the concept(s) as follows: description of design; intended functions; innovative and novel elements; description of how the concept will benefit the Warfighter; description of potential risks; description of trade-offs considered in concept development and a summary of prototype manufacturing feasibility. Respondents should also include a description of their background/experience, and any other information that demonstrates the value, performance, viability a! nd feasibility of their concept. As papers are received and reviewed, additional materials, prototypes and/or information may be requested for inclusion in the market survey. Please submit responses by 30 April 2009 to the point of contact identified below. This RFI is solely for information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the government for such information.
