Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice, and no other solicitation will be issued. Solicitation Number M68909-09-Q-1020 is issued as a Request for Quotation (RFQ). This solicitation is a 100% small business set aside. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31 and Defense Federal Acquisition Regulations Supplemental Change Notice 20080701. NAICS Code 337214 applies. The government intends to purchase on a firm fixed-price basis and award the proposed purchase order to procure furniture to include installation and other labor related costs for Building 31343 and 31357 located at Marine Corps Tactical Systems Support Activity (MCTSSA), Camp Pendlet! on, CA 92055. The line item description is as follows: Building 31343 is a multi-purpose building that is broken into a classroom, a conference room, a computer/communication laboratory, and an administration area. The classroom portion of the building must be able to seat 12 people. The room shall contain the following: stackable chairs, collapsible tables, two roll-away dry erase boards, a collapsible privacy screen, a moveable podium, and a portable projector/screen combination. The conference area must fit at least 12 people. The room shall meet the following requirements: contain stackable chairs, collapsible tables, a roll-away dry erase board, moveable podium, and a portable projector/screen combination. The computer/communication laboratory portion of the building must accommodate three testing areas. The testing areas shall each include a test bench capable of storing small hand tools, manuals, and shall include adequate lighting and power receptacles. I! t shall be tall enough for an average person to stand and perform work, a tall enough chair to sit on, and an ergonomic mat to stand on up to four hours at a time. Three movable storage cabinets with shelves and doors that lock. The contents inside the cabinets must be visible when the doors to the cabinet are locked. Low profile industrial storage units with shelves and locking doors whose contents are not visible to go along the wall space, and quantity depends on available wall space. The administration portion of the area shall accommodate up to eight personnel. The personnel working in the administration area must be visible to each other allowing maximum information sharing between the members. The area shall contain standard rolling office chairs, plenty of stackable chairs used for visitors, book shelves for each work space for the storage of technical manuals, reference materials, and training manuals. The workspace shall include adequate lighting and power for writing and using computers, printers, and other like equipment. The a! rea shall also contain a centralized area for a networked printer stand. Building 31357, Room 160, shall include basic office furniture to support one administrative person and two guests in a 12 X 12 office to include one 5 X 4 standard white board.The delivery address is: Commanding Officer, ATTN: Supply Officer, MCTSSA, Building 31345, Camp Pendleton, CA 92055. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. The following FAR and DFARS provisions are incorporated by reference and apply to this acquisition. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JUN 2008) is incorporated by reference and applies to this acquisition. The clau! se at FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS (JUN 2008) with its quotation. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (FEB 2007) and DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JUN 2005) are incorporated by reference and apply to this acquisition. The provision at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERCIAL ITEMS (JUN 2008), Subparagraphs (a) and (b) (5), (16), (17), (18), (19), (20), (21), (22), (24), (36) apply to this acquisition and are hereby incorporated by reference. DFARS 252.212-7001 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (MAR 2008), Subparagraph (a) and (b) (4), (17) apply t! o this acquisition and are hereby incorporated by reference.
