- On behalf of the Office of Munitions Safety and Hazard Classification te USArmy Contracting Command, Joint Munitions and Lethality Contracting Center, Combat Ammo Center is interested in potential sources that have the capability to provide following main tasks: 1) Develop written policy statements as required in the area of System Safety in support of ARDEC and PM engineering efforts; (2) Develop a written process for each document generated either by the System Safety Office or that is reviewed by the System Safety Office. This effort would require that each draft process written by the Contractor be reviewed and approved through an existing approval process. The Contractor would be required to send the drafts out for various level reviews, capture, evaluate and incorporate approved changes, and track the drafts through approval and archiving activities. (3) Develop a training package for each approved process in order to educate the safety engineers within the System Safety Office as well as external personnel involved in the process. Main components of the project include: (1) Analyzing a Development Test Command (DTC) Safety Confirmation (2) Input to test validation requirements (e.g., International Test Operating Procedures (ITOPs), NATO standards (STANAGS), etc.) (3) Safety Input to design verification (4) Writing/Analyzing a Hazard Analysis (e.g., Preliminary Hazard Analysis (PHA), SHA (System Hazard Analysis (SHA), System/Sub-System Hazard Analysis (SSHA), etc.) (5) Writing/Analyzing a Safe-to-ship Statement The following is the list of the written policy statements that will be developed and/or updated. (1)System Safety Management Plan (SSMP) Policy/Process/Template/Training (2)Approval/Acceptance of Fault Tree Analysis for System Safety Management (3) Range Safety Policy/Process/Training (4) System Safety Competencies Policy/Process/Training (5) Statement of Work (SOW) Review/Input Process/Training (6) Engineering Change Proposal (ECP) Policy Review/Process (7) Joint Weapons Safety Review Process SOCOM (8) Hazard Classification Policy/Process (9) Overarching System Safety Management Policy/Training This action requires that the interested parties have general and specific knowledge of System Safety Engineering and Management and how it is executed in the overall Army and ARDEC organizations. Interested firms who feel that they are capable of addressing all of the above requirements are invited to indicate their interest by providing to the U.S. Army a summary of their companys capabilities via specifications, brochures, and/or drawings within the time period specified in this notice. Interested firms shall provide the company name, address, point of contact(s), with their telephone number and email address.
