- THIS NOTICE OF INTENT IS BEING MODIFIED TO INCLUDE A COPY OF THE JUSTIFICATION AND APPROVAL PER FAR 6.305. This is a notice of a proposed contract action published to notify potential sources that the Department of Veterans Affairs Medical Center (VAMC) in Minneapolis, MN contracting office intends to issue a sole source interim contract award to Quest Diagnostics for Reference Laboratory Testing services for the VSIN 23 Medical Center laboratories. The reference laboratory testing services are crucial to providing patient care services and the VA cannot have uninterrupted services. Due to the interfacing requirement for reporting patient test results and the need to temporarily continue this service, the VAMC in Minneapolis, MN will award a sole source contract to the incumbent contractor, Quest Diagnostics to meet this interim need for the VISN 23 laboratories. The period of performance for this interim contract is April 1, 2009 to September 30, 2009. The estimated value of this VISN 23 contract is $700,000.00. In order to meet future requirements we anticipate issuing a competitive solicitation on or about June 1, 2009. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Therefore, this sole source award is being made pursuant to FAR 6.302-1(a) (2), only one responsible source and no other company will satisfy agency requirements because the incumbent offers a service not otherwise available to the Government due to the interfacing requirement. This notice of intent is not a request for competitive proposals. All responsible interested persons may respond with their interest and capability by submitting a proposal, capability statement or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
