Description
The Naval Sea Systems Command intends to issue a sole source solicitation, number N00024-09-R-6235, for a Cost Plus Award Fee (CPAF) bridge contract modification to NAVSEA contract N00024-04-C-6207, to procure additional engineering services and post installation support for submarine Acoustic Rapid Commercial Off-the-Shelf(COTS) Insertion (A-RCI) Systems (AN/BQQ-10), Executive Work Station (EWS), and Virginia Class Architecture system (AN/BYK-6) for SSN688, SSN688I, SSN21, SSBN, SSGN, and Virginia Class Submarines. Additional engineering efforts to be supported by these services are the design of the LAB Array and LWWAA for VIRGINIA Class submarines and the LCCA for SSN688/688I Class Submarines. A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing, through rapid insertion of COTS based hardware and software. Theperiod of performance for this effort is six (6) months. This requirement will be solicited sole source from Lockheed Martin Corporation, Naval Electronics and Surveillance Systems (LMNE&SS) in Manassas, Virginia, which is the current producer of the A-RCI system. LMNE&SS developed the technology for A-RCI under contract N00024-95-C-6535 and is the only source with the requisite knowledge of the A-RCI system design, hardware, support equipment,technical experience, and resources necessary to meet the Government's needs in a timely manner.
