Description
SCOPE-GENERAL. The Contractor will provide food services in Bulgaria at the Novo Selo Training Area NSTA). The Contractor will perform these services from 15 July 2009 to 14 July 2010. The US Government gives no guarantee of future services and reserves the right to terminate this contract for either default or convenience. The Contractor will establish and operate a kitchen at or near NSTA with the ability to feed up to 1000 personnel, 3 hot A meals daily with the capability to provide up to 2 prepared meals (breakfast and dinner meals) for remote feeding. The Contractor will as directed by the KO prepare a midnight meal. The Contractor will ensure water used for culinary and consumption purposes is potable to the US Army standards identified in the USAREUR Support Contract (USC). The US Government will provide to the Contractor the number of personnel for which meals are to be prepared for at NSTA. The Contractor will also use headcount records (DA FORM 3032) to use as historical data for number meals to prepare. The Contractor will have to evaluate different options to use Government Furnished Equipment in support of this operation. The final proposal will have taken into account the following options: using a government furnished fest tent erected at NSTA, using alternative temporary facilities that can be capable of Cold Basing which can be reassembled over the course of three years at the discretion of the contractor, which includes use of temporary, or mobile kitchen facilities; and erecting a non-government furnished fest tent. The Contractors plans must meet the standards set forth in the USC and as stated in the following publications: AR 30-22, DA Pam 30-22, AR 40-25, TM 10-412 Armed Forces Recipe Service, TB MED 577, TB MED 530, and all U.S. health and food safety standards in accordance with the above-mentioned publications. The above list is not all-inclusive. The Contractor will provide on-Site Management /Supervision, Quality Control, Administration, Subsistence requesting/receiving/storage, Food Preparation/ Meal Service/ Food Safety and Sanitation, Headcount/ Food Service Equipment and Utensil Cleaning (DFA/ janitorial service), Maintenance and Serviceability of Equipment, and Training in all areas of the Dining Facility operations. The US Government will provide all subsistence to include but not limited to Class A subsistence (rations), condiments, bottled water, ice, bakery products, fresh fruits and vegetables, eggs, milk and soft drinks through Prime Vendor, Market Ready FF&V and Dairy delivery system. The US Government will provide paper plates, napkins, and eating utensils. The Contractor will make available to the KO/COR, all required records and Quality Control (QC) inspection records in the operation and QC inspection in the operation of the Dining Facility. The Contractor will make available all required reports to the KO/COR within 5 working days after the end of each month and at the end of each Fiscal Year closeout. Should any conflict occur in interpreting regulations or contractual requirements the final interpretation and guidance will come from either the KO. Likely evaluation factors are as follows: Technical, Past Performance, Ability to Use Local Labor, and Price. Technical and Past Performance are equal and more important than the Ability to Use Local Labor. Non-priced factors are more important than Price. As parity of non-priced factors emerges, Price becomes more important. Local Labor is defined as from the country where service will be performed and will be measured as more is better. This will be a requirements contract with a base year plus 1 or 2 option years. CLIN structure will likely have 4 CLINs per option year. 1 CLIN for the set-up and tear down, 1 CLIN for monthly service and maintenance, 1 CLIN for each projected meal provided in the DFAC, and 1 CLIN for each projected meal provided via mermites. There should be no difference between breakfast, lunch, dinner, or mid-night chow. The projected timeline for this action is as follows: 15 Apr 09- Solicitations open 23 Apr 09- Site visit NSTA, Bulgaria 14 May 09- Solicitations close 15 May 09- Evaluation begins 01 Jun 09- Contracts awarded 15 Jun 09- Set-up begins in Bulgaria 15 Jul 09- Full Service Starts
